Job Summary

The Engineer II will support the project conceptualization, design, and construction activities under the
Emergency programs, through community PRA surveys, technical surveys, preliminary proposals, designs,
budgeting, and project oversight. The Engineer II position also entails liaising with government officials at
the district level.

Duties & Responsibilities

A. Community Surveys and Coordination. Engineer II will work with community development officers
to carry out participatory rur al appraisal (PRA) and analyze community surveys in identifying and
evaluating the most appropriate projects and designs for projects to support the community. The
Engineer II will participate in resolving community disputes as they relate to infrastructur e
development. It is the responsibility of the Engineer II to foster cooperative relationships between the
Engineering Unit and the community development staff for each project the Engineering Unit
supports.

B. Technical Surveys/ Design / Proposals. Engineer II will be responsible for technical surveys,
estimations, and development of preliminary project proposals for review by the Engineering Unit
Coordinator, Design Engineer and the Program Managers.

C. Participate in bid meetings and ensure contractor selecti on and construction materials procurement
are done ethically and transparently in the best interest of CRS and the people we serve in a spirit of
just stewardship of resources.

D. Project monitoring and construction supervision. Take lead in monitoring project to ensure
quality implementation of works, and make thorough and timely technical reports on the social and
technical progress on projects. Team management and work assignment monitoring for subordinate
engineers and foremen. Weekly status reports on o ngoing construction work and project close -out
reports are prepared in English.

E. Government and partner relations. Liaise with local leaders and government representatives on the
District Level, in close coordination with Program Managers.

Job Requirements

ï‚· Afghan National with Engineering Faculty Degree.
ï‚· Minimum 6 years working experience as an engineer, or demonstration of excellent ability as d esign
and construction engineer.
ï‚· Knowledge of appropriate engineering and construction norms for Afgha nistan.
ï‚· Willingness to be based in Herat and spend significant time in field districts and at project sites .
ï‚· Proficiency in English for reading and writing, basic speaking;
ï‚· Proficiency required with computers, including MS office software, Auto CAD and other engineering
software.
ï‚· Ability to work independently; and within a team of n ational and international staff.
ï‚· Excellent communication skills and good judgment with regards to problem solving.
ï‚· Good attitude and willingness to always learn.
