The primary role of the Engineering Specialist is to plan, oversee and report inspections of U.S. government funded construction projects within the scope of SIGAR-support project of ReCAP. The responsibilities of Engineering Specialist include but are not limited to the followings
Supervise engineering evaluation of on-going and completed infrastructure projects:
o Study all the planning, contracting, design, quality management, close-out and inspection documents of a project
o Review the development of inspection tools by Inspection Engineers
o Draft site-visits schedule and activities plan for Inspection Engineers
o Lead Inspection Engineers during site visits to ensure sound conduct of the project-specific inspection methodology
o Review daily site-visit reports prepared by Inspection Engineers
o Ensure 100% compliance of Inspection Engineers to IWA inspection procedures and security guidelines
o Analyse defects identified during site visits in comparison to project documents, as well as international codes and standards
o Conduct and analyse engineering laboratory tests for soil, concrete, water, asphalt, fire and life safety system, MEP systems etc.
o Prepare weekly inspections status table
o Draft engineering and actionable recommendations to SIGAR for addressing the identified defects
o Review the development of inspection report and deliverables to SIGAR
o Address SIGAR comments and questions on reports and deliverables
Supervise limited engineering evaluation of completed infrastructure projects:
o Draft security assessment report prior to performing site-visits
o Review development of project-specific inspection tools and methodology
o Draft site-visits schedule and activity plan for Inspection Engineers
o Ensure quality control and punctuality during site visits
o Ensure 100% compliance of Inspection Engineers to IWA inspection procedures and security guidelines
o Review, clean and approve the collected data
o Check and correct the data entry as well as final deliverables
o Draft sound professional and actionable recommendations to SIGAR for addressing the identified defects
o Review the development of inspection report and deliverables to SIGAR
o Address SIGAR comments and questions on reports and deliverables
Provide overall project support:
o Assist Project Coordinator in performance review of Inspection Engineers
o Participate in technical meetings with SIGAR
o Ensure project delivery in a timely manner and with attention to quality
o Ensure that security and safety measures are considered during site-visits
o Carrying out any other related tasks assigned by Project Coordinator
At least bachelor degree in engineering. A master degree in construction/engineering management is highly preferred
A minimum of 3 years proven working experience in construction projects contracting, designing and/or quality management at national or international organizations; experience with U.S. funded public infrastructure projects is highly preferred
Sound knowledge of U.S. engineering contracting, design, build and maintenance practices and codes is highly desirable.
Proficiency in English and national languages (Pashto and Dari) is a must
Skilled in using computer programs including AutoCAD, Primavera and Microsoft Office
Willing to travel to provinces (safe areas)
Ability to work independently with minimal supervision and deliver on agreed timelines
Integrity, punctuality, intellectual curiosity, willingness to take initiative, multi-tasking, and willingness to work under pressure to meet deadlines
Good communication, interpersonal and analytical skills and team player.
