The Comprehensive Agriculture and Rural Development Facility (CARD-F) works on behalf of the Government of the Islamic Republic of Afghanistan (GOIRA) to deliver sustainable economic development in the rural economy at the district level. CARD-F seeks to provide a means of designing, coordinating, funding and implementing high-impact interventions through an integrated Economic Development Package (EDP) for targeted districts. EDPs address issues of markets, agricultural production, processing and infrastructure in an integrated manner to promote growth and build on- as far as possible- existing programs and projects. CARD-F functions under the auspices of an Inter-Ministerial Committee comprising: Ministry of Agriculture, Irrigation and Livestock (MAIL), Ministry of Rural Rehabilitation and Development (MRRD) and the Ministry of Finance (MOF) under the chairmanship of the Ministry of Counter Narcotics (MCN). CARD-F has successfully completed its Phase 1 and its Phase 2 will last until the end of 2018 and during this time CARD-F plans to cover all Provinces in Afghanistan. CARD-F is also a sub-component of the National Priority Program 2 (NPP2). While presently externally funded by the Government of United Kingdom (DFID) and the Government of Denmark (DANIDA), other donors such as USAID, European Union and JICA have shown keen interest in funding CARD-F beyond its Phase 2.
The Engineering Unit Head is required to report to the Director of Program Devlopment unit and work in close collaboration with other CARD-F management team. The jobholder will develop the EDP design, provide Technical inputs in Irrgiation Design and Road design projects under CARD-F infrastructure componenet. In addition the Jobholder is also required to provide project/contract management services and demonstrate a collaborative approach in developing and leading the Unit following the CARD-F guidlines.
Duties & Responsibilities:
Conceive, develop and evaluate plans and criteria for solving Variety of unique and complex engineering problems so that EDPs can be properly designed and implemented.
Identify and scope developmental gaps that require civil engineering solutions and assess the feasibility and soundness of the proposed solutions
Develop project feasibility protocols and assessment tools so that EDPs can be properly and consistently evaluated prior to submission.
Develop EDP infrastructure log-frame and baseline study tools to assist monitoring and evaluation
Develop appropriate EDP Budget to ensure value for money and avoid budget shortfall
Uphold ,protect and promote CARD-F core values ,operating standards ,protocols and HR policies and procedures so that customers, clients, suppliers, partners and employees respect and enjoy working with Facility
Identify, develop and maintain key relationships with partner organization so that risks to CARD-F operations can be minimized and opportunities maximized.
Effectively manage the formulation of EDPs assigned and undertake subsequent filed visits needed in the EDP design process
Undertake all other duties and responsibilities commensurate with the role and level of this job as many are requested by the Executive director or one of his nominees.
Prepare standard manuals such as survey and design manual, technical specifications, and the quality management manual
Ensure the standard manuals are professionally and closely followed during design and implementation of infrastructure projects.
Ensure that the design of irrigation and hydraulic structures best provide value for money while using locally available materials and methods.
Collect and interpret information and date required for interpretation of tenderdesigns ofcivil and irrigation structures according to crop water demand, type of soil, climatic characteristics, water supply, return flow, and other factors affecting irrigation requirements.
Estimate quantities and cost of materials ,equipment, or labor to ensure the cost control of project has been efficiently maintained
Provide service delivery requests (SDRs) and service delivery agreements (SDAs) for engineering survey, detailed design and supervision of engineering components of EDPs.
Provide other technical and procedural advice for procurement and implementation of EDP infrastructure components
Provide general and civil engineering services for implementation of engineering aspects EDP agriculture components and ensure engineering services provided by consultants meet requirements of engineering standards.
Provide project managements services of the works contract and of the service level Agreement (SLA) with the ministry of rural rehabilitation and development (MRRD), following the guideline of the CARD-F works project management manual.
Coordination with CARD-F and MRRD support directorates
Supervise overall operations of SLA staff including budget and progress
Review the initial and update works contractor work plans and report
With support of provincial civil engineers, verify the work done to determine monthly and final payments to the contractor based on the unite rates in the
Verify and record that the works contractor
o Satisfies all the requirements of the works contract
o Constructs the works according to the designed that the contractor fullysatisfies the requirements of the contract including the drawings, bills Quantity and technical specification.
o Takes all necessary steps to ensure the health & safety of workers and site Visitor
o Insurance documents maintained & up- to-date taking in to account of time Extensions.
o Constructed works achieve objectives on time within budget
Verify SDA invoices submitted by SLA team agent provision of design and supervision services
Hold monthly progress review meetings and other required meetings with the works contractors to ensure smooth progress of construction works.
Ensure that the works contract is implemented taking into account the cost, quality and program. Perform necessary value engineering.
With support of provincial civil engineers liaise with water users, community and government authorities to ensure irrigation water supply to users is mentioned during construction.
Ensuring high standards of quality assurance in the execution of work and completion of work within stipulated time limit.
Comprehensive supervising project implementation activities carried out by the Contractor to ensure complete compliance with the drawings, technical specifications.
Reviewing design and drafting works completed by contractor for compliance with original design intent.
Analysis and understand the soil test investigation and provide technical feedback and justification where deems necessary.
Interpreting survey results into technical drawings;
Advising and supporting the Project Engineer and the QA/QA Engineers on any technical design issues arising from the project
Prepare technical reports on related issues.
Prepare BOQ list for road projects.
Having at least bachelor in Civil Engineering / Architecture or equivalent disciplines.
Master Degree in above disciplines will be given preferences.
Bachelor Degree holder with 7 years relevant experience in design and construction management with donor funded projects.
Master degree holder with 5 years relevant experience
Fluency in English: expected to work independently using the language required, to prepare a variety of written communications (correspondence, reports, working papers, etc.), and to participate actively in meetings and in work related discussions.
Ability to use computers and have working knowledge of MS Office, SAP, SAFE, ETABS, STAAD-Pro AutoCAD 2D and 3D, Prime Aver P6
Must be fluent in Dari, Pashto and English;
