We work with international partners on governance, public financial management, economic development, and investment advisory and support, providing them with the local expertise they need to operate in Afghanistan efficiently.
The assignment requires a Masters in environmental engineering, anthropology or equivalent degree and at least 10 years of relevant experience in environmental, social safeguards and protection studies of infrastructure projects. The Expert should be well versed with all relevant polices, handbooks, and guidelines of ADB and in particular Safeguard Policy Statement (SPS) of 2009 that governs the environmental safeguards of ADB's operations to avoid, or when avoidance is not possible, to minimize and mitigate adverse project impacts on the environment and affected people, and to help borrowers strengthen their safeguard systems and develop the capacity to manage environmental and social risks. The Social Safeguards Specialist will:
Environmental Safeguard Expert:
i. Undertake a cumulative assessment of the potential social safeguards and environmental impact of the project, including conducting consultation with groups to be affected by the project;
ii. Update the Environment Management Plan (EMP) detailing the environmental mitigation measures to address each identified impact, and recommend appropriate environmental mitigation measures;
iii. Perform environmental monitoring and prepare bi-annual safeguard performance and monitoring report;
iv. Update Initial Environment Examination (IEE),) and all related documentations;
v. Assess the cost, responsibilities, schedule, location, and monitoring framework associated
with the implementation of the mitigation measures and the EMP;
vi. Assist DABS in monitoring the implementation of the EMP;
vii. Undertake the review, monitoring, supervision of the EPC contractor’s work-related occupational health and safety program activities. In coordination with the EPC contractor, recommend appropriate revision, if deemed necessary, to ensure expedient, effective and efficient implementation of the safety work program of the EPC contractor; and
viii. Any other works not sufficiently described in the scope of services, but can be reasonably inferred as required and necessary to be undertaken to complete the project, are presumed included in the scope of works of the consultant.
