The Eshtighal Zaiee – Karmondena (EZ-Kar) Program is currently under preparation and is expected to be officially launched by November 2018.
The EZ-Kar program is an inter-ministerial effort to improve economic opportunities in cities where there is a high influx of displaced people. Once the program is effective, investments will be made on interventions ranging from the provision of short term daily wage work for vulerable households to medium and longer-term support for refugee repatriation, support of regulatory reforms and market facilitating infrastructure that will improve the enabling environment for the private sector in cities.
The project design as mentioned above will include multiple implementing agencies namely Ministry of Foreign Affairs (MoFA), Kabul municipality and Independent Directorate of Local Governance (IDLG). At the central level, Ministry of Economy (MoEC) will serve as the lead line Ministry responsible for inter-ministerial coordination among stakeholders within the Government, with the World Bank and other donors, carry out overall management and project oversight across the Implementing Agencies (IAs) and other relevant agencies that are a part of the wider migration response strategy under Displacement and Returnee Executive Committee (DiREC).
The project scope will be in 12 cities i.e Baghlan, Faryab, Ghor, Herat, Ningarhar, Kabul, Kandahar, Khost, Kunar, Kunduz, Laghman and Takhar province. Project support will be allocated based on the population size of the city (hosting dimension) and the number of displaced families.
The Environmental Safeguard Specialist will work under supervision of the Technical Coordinator, and will be responsible to support EZ-Kar PMU with the assessment and strengthening environmental safeguards and occupational, health and safety related activities of the program.
The incumbent will undertake the following responsibilities under the direct supervision of the Technical Coordinator and Executive director:
Assist in the development process of the Environmental Safeguards guideline in consultation with World Bank team to be used by line agency in the planning and implementation process of the project;
Prepare Environmental Safeguard Plans and ensure that such plans are approved by relevant authorities before implementation;
Ensure that appropriate environmental mitigation measures are proposed before projects are recommended for funding & implementing;
Undertake follow up monitoring to ensure that proposed mitigation measures are implemented according to the agreement, upon environmental mitigation implementation plan;
Closely follow up the integration of safeguard assessment information and completion of safeguards self-screening Checklist during the project/ program development process;
Lead on developing and delivering a series of spot checks to ensure safeguards policies are properly implemented at grassroots level in line with the guideline;
Prepare report(s) on the safeguard risks with appropriate actions to be taken for all projects and programmes financed through the WB and ensure that timely actions are taken;
Provide technical support during Project Design, Project Implementation, Appraisal process and resource mobilization plan to the projects/programmes;
Provide substantive advice on safeguard issues to sectors in order to promote enhanced investment on building a climate resilient green economy;
Closely supervise, provide assistance and deliver capacity building trainings to the sectors to close knowledge/skill gaps and minimize the likelihood of risks to happen to projects/programs;
Compile quarterly, biannual and annual reports on safeguards related issues and deliver to WB team as part of the M&E reports;
Identify challenges, opportunities, priorities and needs for the development and implementation of the project’s safeguard plan and their implementation at all levels;
Support to identify any outstanding issues appeared during the improvement or construction work and prepare a plan of mitigation measures and facilitate to submit to PMU for the approval;
Facilitate community meetings to encourage discussions and thorough thinking by local communities for analysing their problems and their local solutions;
Build strong relationship with the local authorities, local communities, elders and other stakeholders;
Any other task(s) as assigned by the supervisor;
Minimum Bachelor’s degree in Environmental Science, Resource/Environmental Economics, Natural Resources Management or in any other relevant field;
At least 5 years of overall progressively working experience in Environmental Safeguards, Natural Resource and Environmental management, policy development and implementation;
Minimum of 3 years of relevant experience on Environmental Safeguards at international donor funded projects;
Active involvement in international environment safeguard application is an advantageous;
Track record of successfully working with governments on environment safeguard and sustainable development agenda is preferable;
Proven experience and knowledge in Safeguard Principles, development effectiveness and cooperation, climate change finance, gender equality and its related issues is an asset;
Analytical ability, practical problem-solving skills and resourcefulness in performing varied tasks in the area;
Demonstrated skills in retrieving, gathering and obtaining information from various sources;
Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project;
Ability to work under pressure and work extra hours when required;
Ability to plan own work and manage conflicting priorities;
Ability to manage staff and contribute to the skills and capacity building;
Excellent working knowledge of English, both verbal and written; Fluency both written and verbal in Dari/ Pasto;
Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
Good working knowledge of MS Office application (Word, Excel, PowerPoint), email and able to easily navigate internet;
