Da Afghanistan Breshna Sherkat (DABS) is a self-sufficient and independent corporation established under Islamic Republic of Afghanistan’s Joint Stock and Limited liability corporations’ act. This corporation changed legal entity and replaced Da Afghanistan Breshna Mosesa (Afghanistan electricity company), as a national electricity corporation on 15th of Sawr 1387 SH, in accordance with May 04, 2008. Da Afghanistan Breshan sherkat (DABS) commercially manages generation, import, transmission and distribution of the power electricity across the country.
The Environment Specialistshould be well versed with all relevant polices, handbooks, and guidelines of GoA and World Bank. The Environmental Specialistwill carry out following tasks:

a.Excellent English language skills are required.
Duties & Responsibilities:
a.Support the Project Implementation Unit (PIU) to superviseinternational consultant to review ESIA documents ;
b.Facilitate and supervise of the ESIA documents by the consultant. Assist DABS to review and provide inputs to the consultant’s reports;
c.Facilitate the ESIA consultant to plan and implement consultation meetings with affected communities and other stakeholders. For the consultations, coordinate with other relevant units within DABS and government as needed;
d.Assist DABS in obtaining approvals to the ESIA and ESMP from WB and relevant government authorities and ensure that the ESIA is disclosed as required by the WB safeguards policies;
e.During the project construction phase, assist the PIU to plan and carry outsupervision and monitoring of implementation of the ESMP by the contractors; Ensure that the contractors prepare construction environment management reports; Collect and analyze of environment data;
f.Provide and conduct social safeguards trainings (preparation and implementation of the ESMPs and Health and Safety guidelines aspects) to DABS’s and Contractor’s staff
g.Reviewing the contractors CCMPs and other documents of the project and assure DABS from proper implementation of the projects as per ESMF and NEPA requirements.
h.Support to identify any outstanding issues appeared during the implementation or construction work and prepare a plan of mitigation measures and facilitate to submit to PIU for the approval;
i.Organize and develop databases of training materials for learning activities for DABS staff on project social and environmental management and the Safeguard Policies.
j.Prepare quarterly environment and social performance monitoring report for the project, which record activities and outcomes from implementation of the ESMP in the preconstruction and construction phases, including incidents, monitoring data, photos, contractors monitoring records etc.;
k.Assist design and implementation of functional grievance redress mechanism (GRM) for CASA-1000 project.
Job Location:Afghanistan, Kabul
a.A Bachelor’s degree in environment engineering or relevant disciplines.
b.At least 7 years of professional experience including 5 years relevant work experience in carrying out environment safeguards activities including preparation and implementation of environment impact assessment for infrastructure projects.
c.Experience with donor funded projects will be an added advantage.
