Action Contre la Faim (ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. ACF has been active in Afghanistan in the medical, nutrition, food security, water and sanitation and Mental Health fields since 1995.

Job Summary:

Supervise the assessment and monitoring activities of his/her team
Supervision of the beneficiary targeting
To ensure the availability of the different items needed for the plan distribution

Duties & Responsibilities:

Objective 1: Supervise the assessment and monitoring activities of his/her team
 Organize the planning of the members of your team in order to carry out the needs assessments within a short time period following a natural or man-made disaster and respect the objectives define by the deputy program manager.
 Under the supervision of the ERM Deputy Program Manager, coordinate and liaise with local communities and authorities of the intervention area.
 Supervise, control and ensure the quality of completed assessment (Rapid assessment form, displacement, market, Households, WASH Assessment, Protection Assessment, Post distribution monitoring) questionnaires and correct the errors with the field officers according to ERM common rationale common format.
 Ensure ongoing monitoring of the data collected on the field and keep in mind the errors made by his/her team in order to build their capacity during the trainings.
 Recheck the accuracy of the data collection after data entry by Data Entry Analyst,

Objective 2: Supervision of the beneficiary targeting

 Supervise the targeting activity and ensure that the beneficiaries targeted respect the defined criteria.
 Under supervision of the Deputy Program Manager, ensure communication with Partners on our targeting in order to ensure cohesion in correct targeting, no duplication, avoid exclusion, and proper timing of order.
 Ensure the good registration of the targeted beneficiaries.

Objective 3: To ensure the availability of the different items needed for the plan distribution

 Under the supervision of the Deputy Program manager, always be sure that the items needed for distribution are available in the stock.
 Under the supervision of the Deputy Program Manager ensure the good and rapid transportation of items to the distribution sites and ensure the well reception of the items and their storage.
 Identify strategic depot/distribution points
 Ensure the security of the distribution points

Objective 4: Organize and supervise distribution activities (CBI, NFI, Hygiene kit, WASH items and protection support)

 Supervise and ensure proper items distribution to disaster affected people targeted according to ACF standards of procedures and ERM common Rationale;
 Implement the Complaint and response mechanism in coordination with M&E department and properly disseminate the information with the beneficiaries.
 Supervise the beneficiary identity control during the distribution;
 Ensure beneficiaries dignity during assessment and distribution and ensure separate distribution place for female beneficiaries.
 Supervise the good filing of the beneficiaries Registration lists;
 Responsible of the link/contact with the local partners (beneficiaries, local authorities, other NGOs, community leaders) during the activities implementation,
 Ensure dynamism and good interaction with beneficiaries and communities, intervene in cases of issue and pass the information to the DPM when needed,
 Produce and send a distribution report to the DPM after each distribution,
 Suggest the possible improvement in terms of distribution and raise any issue that happened during the intervention.

Objective 5: Supervise the different beneficiary sensitization and awareness

 Supervise the beneficiary attendance at the sensitization and awareness ;
 Supervise the efficiency of the sensitization (relevancy of the messages, participative method, practical demonstration);
 Supervise the good filing of the beneficiaries Registration lists;

Job Requirement:

At least Graduate from any reputed university or college with 3 years experiences.
Very good organisation, planning and reactivity skills

Very good team management and supervision capacity

Good representation skills

Good negotiation skills both in community and local government level.

Knowledge and previous experience in project cycle management

Languages: Medium in English (written, spoken, read). Fluent in Dari (written, spoken, read). Fluent in Pashto (written, spoken, read).

Computer skills:
Advanced computer skills (Microsoft office package), Web based data management.

Mastering GPS.

Good analytical, organisational and planning skills

Good pedagogical skills

Good management capacities and team leadership spirit

Ability to work in harsh environments
