About Afghanistan SUPPORT-II Project:
SUPPORT directly assists USAID/Afghanistan Program and Projects Development Office (PPDO) with information management services and provides the PPDO and USAID/Afghanistan with a number of key services, including information management and reporting products and performance monitoring plans and related activities. SUPPORT is seeking well qualified Afghan candidates for a newly established field monitoring unit which will provide periodic reviews of specific activities on behalf of USAID/Afghanistan.
SUPPORT-II is tasked with an ex post performance evaluation of USAID’s Sheberghan Gas Generation Activity (SGGA). The objective of SGGA is improve the management, financing, and efficiency of the road sector by enabling the Government of Afghanistan to provide training, technical assistance and capacity enhancement to the Ministry of Mines & Petroleum (MoMP) and other relevant entities within the Government of Afghanistan (GoA) such as the Afghanistan Petroleum Authority (APA), and Afghanistan Gas Enterprise (AGE). The purpose of this evaluation is to identify lessons learned in the gas and oil sector to influence future management decision-making and 2) evaluate the effectiveness of the G2G modality in working with MoMP, and identify lessons learned for future activities under G2G mechanisms and provide recommendations on how to engage through G2G in the gas/oil sector.
As per the statement of work for the assignment, SUPPORT II is hiring 2 Evaluation Specialists to join the evaluation team which will also include a Team Leader and Sr. Technical Specialist. The Evaluation Specialists will have a strong background in evaluation and/or the natural gas sector.
Duties & Responsibilities:
1) The Evaluation Specialist will take part in the document review which will require the evaluation team members to review documents throughout the evaluation process including program reports, relevant studies and evaluations and other project documents to ensure that comprehensive and grounded best practices will be identified.
2) He/she will conduct or take part in key informant interviews during which the team will conduct one-on-one interviews with a variety of stakeholders involved with the SGGA implementation.
3) He/she might be tasked with some logistical, clerical and translation support for the team.
4) Any other tasks assigned by the team leader.
A bachelors’ degree in a relevant discipline is required.
The Evaluation Specialist will have a minimum of five years of experience with performance evaluations.
Experience in the natural gas sector strongly preferred.
Excellent communications skills in English and Dari, both written and oral, are required.
