The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary:

Evaluation specialist is responsible to provide leadership role on evaluation process in MOPH to ensure that the evaluation related activities of the MoPH are addressing the priorities envisioned in HNSS and measure the progress towards achieving its goals.

Duties & Responsibilities:


Lead and Coordinate evaluation related activities related to program performance within the ministry.

Design and implement of evaluation project which are being led by M&E directorate

Coordinate and lead evaluation related activities with MoPH partners including donor, technical agencies, governmental organization, UN organizations to fill in gaps, maintain consistencies and avoid duplication of efforts.

Facilitate 3rd party in conducting performance assessments for BPHS, EHPS, functionality assessment, and Household surveys.

Lead and Chair IRB meetings.

Develop and establish MIS for surveys and evaluation inventory.

Provide information on the performance of the various programs by compiling, interpreting and disseminating information on key products, including:
o Updates on achievements made towards the MDGs
o Organize quarterly meetings involving the various M&E officers from each department in the central MOPH
o Archiving relevant evaluation reports with information about the health sector

Qualifications:

1. Bachelor degree which certified by Afghanistan’s ministry of higher education
2. 3 years work experiences as monitoring and/or evaluation or MISs at National level
3. Ability to speak in English and national language
4. Information of MS office
5. Ability travel to provinces based on need and plan of department
