Job Summary

SUPPORT-II is tasked with the final performance evaluation of the Technical Assistance to the Ministry of Public Works (MoPW) activity of USAID’s Road Sector Sustainability Project 2 (RSSP 2). The objective of Technical Assistance to the MoPW is improve the management, financing, and efficiency of the road sector by enabling the Government of Afghanistan to establish three new institutions: a Road Authority, a Road Fund, a Transportation Institute. The purpose of this evaluation is to assess the strengths and weaknesses of the contractor and MoPW in implementing the TA-MoPW program and document lessons learned to improve the effectiveness of future RSSP 2 activities.
As per the statement of work for the assignment, SUPPORT II is hiring Evaluation Specialists to join the evaluation team which will also include a Team Leader and Sr. Technical Specialist. The Evaluation Specialist will have an engineering background with expertise in the transportation sector.

Duties & Responsibilities

1) The Evaluation Specialist will take part in the document review which will require the evaluation team members to review documents throughout the evaluation process including program reports, relevant studies and evaluations and other project documents to ensure that comprehensive and grounded best practices will be identified.
2) He/she will conduct or take part in key informant interviews during which the team will conduct one-on-one interviews with a variety of stakeholders involved with the RSSP 2 implementation.
3) He/she might be tasked with some logistical, clerical and translation support for the team.
4) Any other tasks assigned by the team leader.

Job Requirements


A bachelors’ degree in a relevant discipline is required.

The Evaluation Specialist will have a minimum of five years of experience in their field of expertise Civil Engineering or Transportation) planning in the road sector.

Experience with public sector reform in afghan ministries is required.

Strong knowledge of activity monitoring and evaluation is required.

Excellent communications skills in English and Dari, both written and oral, are required.
