Background:

Private Sector and Civil Society Enabling Council (PSCSEC) was established by a presidential decree on 5th June 2007. The Council's core objective is to facilitate better environment for Private Sector and Civil Society by removing certain obstacles that have been identified and marked in a Roadmap.

The PSCSEC's Secretariat is responsible to follow up the implementation of The Roadmap and other private sector related development tasks shall take care of administrative affairs of The Council. The Secretariat which will be managed by the Executive Director and its job is to make sure that the benchmarks of the Roadmap and other private sector related development tasks are achieved on time. Harakat will fund PSCSEC to hire an Executive Director in order to manage the daily operation of the Secretariate.

Harakat is an independent, Afghan-managed organization that aims to improve Afghanistan’s business environment. We provide grant funds to the private sector, government and civil society to implement activities to reduce or remove barriers that currently make it difficult to do business Afghanistan.


PURPOSE OF THE POSITION
The purpose of the position will be to provide a dynamic and creative management leadership to ensure the PSCSEC achieves its benchmarks of the Roadmap and other private sector related development issues on time. The Executive Director (ED) will head the Private Sector and Civil Society Enabling Council (PSCSEC) Executive Secretariat and lead the day-today management of the PSCSEC with delegated responsibility by the Coucil Co- Chairs for the implementation of decisions made by the Council.

• Effective management of the day to day operations of the PSCSEC
• Ensure the PSCSEC delivers against the key performance indicators will be set by the Council.
• Report to the Council and Investors on the PSCSEC’s performance.
• Represent the PSCSEC at key functions in Afghanistan and beyond.

Job Requirement:

PERSON SPECIFICATION
Education
• Tertiary qualifications in a field of relevance with postgraduate qualifications an advantage.

Experience:
• Proven experience in private sector and civil society enabling issues.
• Proven experience in economical development through enabling of private sector and civil society.
• Proven experience in preparation of economic strategies, know how and technology transfer.
• Proven experiences in establishment of joint ventures and set up of PPP’s.
• High-level leadership experience, including at Council level.
• Demonstrated experience in development and implementation of strategic plans.
• Demonstrated breadth of experience in financial, people and operational management.
• Demonstrated experience in developing and maintaining effective work relationships. capability to interact with senior government officials at the Ministerial level with regards to the follow up of the PSD Roadmap

Knowledge:

• Demonstrated understanding of making better environment for Private Sector and Civil Society by removing existing and predicting upcoming Obstacles.
• Demonstrated knowledge of support infrastructure required for private sector and civil society development.
• A working knowledge of principles and practices for good corporate governance.
• Demonstrated knowledge of the social, political and economic environment in Afghanistan.
