FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.
Job Summary
Reporting Lines
The Facilities Management Specialist will work under the overall supervision of the FAO Representative and the direct supervision of the Head of Logistics in close collaboration with both the Assistant FAOR Administration and Procurement Officer.
Technical Focus
Coordinate the management of FAO Afghanistan office and accommodation facilities.
Duties & Responsibilities
Serve as focal point for FAO Afghanistan office facilities and accommodation management, including liaising with the hosting UN or private/public sector organizations;
Support the Assistant FAOR Administration with the management of the MoUs and Contracts for all facilities, including coordinating extensions and requesting the processing of payments;
Inspect the conditions of the office and accommodation and oversee all maintenance and/or renovations as required;
Lead regular office space allocation audits/assessments to ensure the evolving space demands of all teams are met, and when changes are required prepare recommendations for Management;
Coordinate the allocation accommodation (including ensuring the space is prepared) rooms for new team members and mission personnel, and maintain all applicable records;
Oversee the cleaning of all offices in Kabul, and coordinate with Regional Admin and Finance Assistants the cleaning of all Regional Offices;
In collaboration with Administration, Asset Management and Procurement colleagues, ensure adequate procurement of all required office furniture and stationery for the offices in both Kabul and in the Regions;
In collaboration with IT colleagues, ensure adequate network coverage and printing facilities across all offices;
In collaboration with Security, ensure all security system equipment is appropriately positioned and maintained around offices and accommodation facilities;
In collaboration with the Engineer/Architect, prepare drawings and BOQs for required works, supporting evaluation of offers and oversee works processes;
Support the Asset Management Specialist with the tagging, allocation and regular physical verification of all office furniture/equipment;
Maintain comprehensive and accurate office and accommodation plans for management and audit reference;
Perform other related duties as required.
Job Requirements
Minimum Requirements
Advanced (Masters) degree or University (Bachelor) degree in facilities management, building management, administration, engineering, architecture of closely related field;
For advanced degree at least five (5) years of relevant work experience in facilities management for large scale operations across multiple locations;
For university degree at least seven (7) years of relevant work experience in facilities management for large scale operations across multiple locations;
Working knowledge (level C) of English and the local languages (Pashto and/or Dari);
National of Afghanistan.
