PAE is responsible for the INL/Corrections System Support Program (INL/CSSP) that is funded by the US Department of State and is a non-for-profit organization. INL/CSSP is helping Afghanistan improve its Corrections system by providing technical assistance, advice and training to Afghanistan Corrections system professionals.
Pacific Architects and Engineers is looking for a highly experienced Facility Maintenance Advisor to train mid and senior-level prison facility maintenance managers in basic project management skills as they relate to prison facility maintenance, infrastructure upkeep, and new project development. The Facility Maintenance Advisor is responsible for the overall , control, coordination and execution of the CSSP Management Capacity Building Team, and reports directly to the CSSP Construction Manager.
The scope of instruction includes:
· Project identification and development; identifying the project, design, and development of the project plan, to include estimates of parts/supplies, cost, and project timelines.
· Project implementation, including:
o supervision of subordinate maintenance personnel,
o ensuring all work is done,
o safety; i.e. maintenance personnel wearing closed-toed shoes, appropriate clothing, gloves, hard hats, etc. and the work area is safe; no trash, debris, standing water, etc.
o all work is done in accordance with code requirements, in particular, plumbing and electrical work.
· Ensure that the approved General Directorate of Prisons and Detention Centers (GDPDC) work order process is being utilized completely so that an accurate, realistic maintenance budget can be developed.
· The work order process includes:
o recording parts/supplies/materials used
o staff labor time and costs
· Knowledge of maintenance reporting, so that facility maintenance leadership can accurately prepare monthly reports on the status of maintenance.
· Ensure all work-order requests are submitted appropriately and completed according to schedule.
· Analysis of work orders so that maintenance trends can be analyzed, and corrective actions can be taken.
· Knowledge of when to recommend the replacement of equipment that has chronic maintenance problems.
· Knowledge of how supply rooms function; basic inventory principals, how to organize supplies and spare parts in an orderly manner, when to re-order based on stock and usage.
· Knowledge of proper tool room/crib functions; organization of tools in A, B, C classes, check-in/check-out procedures, daily tool room accountability, lost tool reporting procedures, removal of tools from inventory.
· Development of a preventative maintenance schedule for Generators, HVAC systems, hot water boilers, etc.
· Ensure tools are properly placed in the tool rooms
· Develop and help maintain the tool room shadow board storage system
· Develop and maintain the daily tool inventory
· Ensure the tool room is inventoried every morning and every evening after shift
· Develop and maintain the tool sign-out sheet
· Ensure the tool sign-out sheet is properly completed when tools are checked-out.
· Ensure lost tools are promptly reported to the security deputy
· Ensure damaged tools are disposed of properly
· Report to CSSP when tools are missing
The successful candidate will have an education and degree in electrical engineering, extensive experience in fieldwork, facility maintenance and training. Completion of a four (4) year degree from an accredited university in a relevant field and/or three (3) years of experience in an Afghan Rule of Law Program; Afghan Ministry; International Organization; or Non-Government Organizations (NGO) as an administrator, Facility Mainteance Advisor, supervisor or Project Advisor. Up to three years’ experience can be substituted for candidates with a relevant graduate level degree from an accredited university Demonstrated ability to present both verbally and in writing with clarity and precision to senior level executives. Document at least three (3) years of experience in mid/upper-level maintenance program management at a school, hospital, military base, large apartment complex/building (at least 50 units).
Training experience preferred, to include the development of training plans/outlines, etc. Ability to develop and maintains effective relationships; effectively works with difficult, hostile, or distressed people; is sensitive to tribal and cultural diversity, race, gender, sexual orientation, and individuals with disabilities. Must have excellent oral and written English, Dari, and Pashtu communication skills, including the ability to produce clear, logical, and concise reports. Skilled with Microsoft Office to include Word, Excel, Access, and PowerPoint.
