About Kabul University Women's Dormitory Programming :

This project will provide educational programming for approximately 1400 female students housed in the Women’s Dormitory at Kabul University

Job Summary:

Under the leadership of the M&E Manager and M&E Specialist, and in coordination with the entire project team, the M&E Officer will contribute to the design of systems and tools for overall projects monitoring and evaluation and will be responsible for implementation of the M&E system, data collection, data management, data analysis, and verifying information used to monitor the progress of the project in the field toward its determined indicators.

Duties & Responsibilities:


Oversee and execute the monitoring and evaluation activities included in the framework, with particular focus on measuring the project achievements, results and impacts;

Collect quantitative and qualitative data from project activities through training completion report, conducting surveys, questionnaires, interviews, class observation, and focus group discussion with project beneficiaries as well as host university officials’ feedbacks;

Identify challenges in data collection and data management and offer suggestions for improving system during the life of projects to the M&E Department in Kabul;

Act as the primary person responsible for ensuring that the information and data collected for project monitoring and evaluation is managed in a clear, complete, accurate, timely, and transparent manner according to the filing and naming protocols established in the design of relevant project M&E systems;

Enter all M&E relevant data into the online systems (Mastersheet) and ensure the accuracy of entered data and comparing it with the existing filing system to make sure all records are consistent and aligned;

Provide inputs, information and statistics for monthly/ quarterly, annual and other reports to M&E department by preparing analytical tables, graphs and charts from relevant mastersheets;

Prepare weekly/monthly schedule of monitoring and evaluation related activities and provide M&E verbal and written reports on a weekly basis to the management team;

Prepare consolidated progress reports for the M&E department including identification of problems, causes of potential bottlenecks in implementation, and providing specific recommendations;

Undertake regular visits to the fields centers to support implementation of monitoring and evaluation, check the quality of data produced, and to identify where adaptations might be needed;

Ensure that project feedback, results and lessons learnt are effectively fed back to inform adjustments and improvements in project approaches, scale-up and delivery;

Inform M&E Department staff about significant issues and developments with regards to the monitoring and evaluation of the program, and offer recommendations for possible courses of action.;

Oversee M&E database setup and management by developing and maintaining effective information database on projects and providing resource and necessary support for program inputs and outputs;

Ensure the M&E department filing system is updated and all the related files are appropriately filed;

Ensure effective communication between M&E Department, Management Staff, field staff, and host universities;

Build the capacity of the Instructors/ center coordinators on data collection, procedures, reporting and conducting surveys, and etc;

Provide other management and support to M&E Department as needed;

Any other related tasks assigned by the supervisor.

Qualifications:


Minimum Bachelor Degree, (preferred) in Statistics, BBA, Development Studies, Economy;

Minimum of at least three (3) years of experience in design and implementation of monitoring, evaluation and research;

Very strong interpersonal communication skills (written and oral);

Excellent written and verbal communication skills in English& local languages;

Ability to work independently with minimal supervision;

Ability to provide training.
