FIA Community Development/Local Governance (CD/LG) (NSP) Deputy Director
Represent the FIA CD/LG (NSP) Department in client meetings, in order to outline program goals and/ or address implementation subject matter, as directed by the CD/LG (NSP) Director and/or Deputy Country Director / Country Director;
Responsible for preparing monthly and quarterly program progress reports, as directed by the Community Development/Local Governance (NSP) Director;
Responsible for compiling and submitting the required program reports to the National Solidarity Program on a monthly basis, or as directed by the CD/LG (NSP) Director;
Responsible for compiling and submitting the required program reports to the client, as outlined by the contractual requirements, or as directed by the CD/LG (NSP) Director;
Responsible for reviewing the provincial office field activity reports, to ensure that all data recorded is accurate and all discrepancies addressed, prior to the data being recorded by the FIA CD/LG (NSP) department;
Responsible for ensuring that FIA data recorded on the NSP web-reporting system is accurate and free of discrepancies. In the event that inconsistencies are discovered, the Deputy Director is responsible for addressing and resolving this matter with NSP, under the guidance of the FIA CD/LG (NSP) Director;
Responsible for assisting the FIA CD/LG (NSP) Department in analyzing program data ( both qualitative and quantitative) so as to identify significant trends in implementation that require corrective action, assess the possible causes of these trends and assist in identifying feasible solutions;
In collaboration with the provincial managers/field personnel, identify important trends in implementation, particularly recurring and common problems that require a strategic response;
Responsible for ensuring that the FIA CD/LG (NSP) department is prepared for internal/external audits and that all required program documentation is present, accurate and accessible;
Responsible for ensuring that program funds are utilized in a transparent fashion, properly documented and accounted for and that all required internal financial reports are accurate and submitted to the FIA Admin/Finance department as per the internal accounting calendar;
Oversee the activities of the FIA CD/LG M and E officer, ensuring that all monitoring activities are undertaken in an timely and effective fashion, and that these monitoring activities are in compliance with the elevated standards of quality expected by FIA and the appropiate operational manuals;
Responsible for organizing and participating in scheduled monitoring and evaluation field missions, so as to report directly to the CD/LG (NSP) Director on the program status and validate data, provided to the FIA CD/LG (NSP) department, by field personnel. In the event that deficiencies are noted and/or problems are discovered that require follow-up, the FIA CD/LG (NSP) Deputy Director will be required to outline remedial meeasures to ensure that the deficiency is corrected and not repeated;
Responsible for coordinating the implementation of instructional programs and remedial training sessions, related to community development, local governance, NSP Operations, within the field for client beneficiaries and FIA field personnel. These educational programs will be of the highest quality and ensure that both FIA personnel and client beneficiaires (CDC’s etc.) receive excellent instruction, consistent with the NSP operational manual and other client requirements;
Assist the M and E officer in designing, preparing and distributing FIA’s CD/LG (NSP) newsletters and success stories to both present and future clients;
Any and all related tasks, as directed by the FIA CD/LG (NSP) Director, FIA Deputy Country Director and/or FIA Country Director;
University degree in management, engineering, finance and/or other related fields;
Demonstrate the ability to serve as Acting Department Head in the Director’s absence;
More than five years of relevant work experience in the identification/formulation of strategy for promoting either integrated community development, local governance or NSP operations;
Illustrated experience in preparing and reviewing financial reports, possess a strong familiarity of accounting;
Experienced in working with a range of stakeholders, including the private sector, government, Community Development Councils, agri-business co-operatives, farmers unions/associations etc.
Fluency in written and spoken English;
Knowledge of financial/budget accounting and monitoring systems;
Strong MS Office skills, in particular Microsoft Excel and Access;
Willingness to travel and work in various provinces;
Excellent communication skills and strong negotiating skills;
Motivated, hardworking, creative, innovative and a strong team player;
Ability to set deadlines and manage time effectively;
