Job Summary

The Field Officer will be located in Zhari and/or Panjwayi Districts of Kandahar Province and will undertake field-based program work at the direction of the District Development Director.

Note: it is imperative that applicants either live in or have extensive work experience in either Zhari or Panjwayi Districts of Kandahar Province.

Duties & Responsibilities

• To be located in, and responsible for monitoring and supporting programming in area of responsibility.
• Act as the point of contact in district for all program staff; Liaise between program staff and grantees, communities, and leaders specified areas; Liaise between community, government and implementing partner on project implementation and related issues.
• Monitor ongoing grants, which may include: attending activity events, gathering information and providing updates requested by staff, attending coordination meetings for grant activities; and monitor activities to ensure that implementation adheres to the activity concept and timeline;
• Demonstrate understanding of project strategy in Afghanistan, and the goals and objectives of small grant and technical assistance activities; Pro-actively identify and conceptualize new potential activities that are appropriate to respond to the current political situation and established program goals.
• In coordination with program staff, work with potential grantees to design or refine grant concepts and proposed activities; In coordination with the program staff, assist with processing grantee paperwork and gathering information for grant application;
• To provide surge capacity to the district development teams for small-scale on-the-spot procurement, verification of grant implementation, monitoring and evaluation, reporting, translation, and logistics, such as transporting documents and small amounts of cash; assist with any ad hoc procurement, logistics, or coordination needs that may arise;
• Support the formation of community committees representative of the range of stakeholders in the community; Organize regional meetings with grantees, focus groups, community leaders and members; Report on relevant community or regional meetings, possibly with translation of relevant documents;
• Demonstrate understanding of on-going local events and trends (political and security) in the relevant district, particularly as they relate to the strategy, goals, and objectives of the project; Acquire a basic knowledge of the various phases, at the community level, of project implementation as they relate to grants management and monitoring and procurement procedures.
• Provide District Development Director with weekly updates via phone
• Other duties as assigned by the Director of District Development, and/or Field Director or his/her designee.

Job Requirements

• The Field Officer will be from the assigned district and/or have extensive district-level experience. (NOTE – this is important for gathering information but also for security of the Field Officer).
• Experience – Experience in community development, small infrastructure projects, or other development experience required. Experience working with international agencies, and/or experience working community mobilization is preferred.
• Education – 12 grade or higher preferred.
• Language Skills – Basic English abilities preferred.Fluency in Pashto required.
• Self-Motivation and guidance - demonstrated initiative and self-motivation in handling all assigned tasks required.
