Afghanaid is a British-registered international NGO, which has worked in Afghanistan for over 30 years. We assist community-driven processes that address the rights and fundamental needs of people in some of the most remote areas of Afghanistan, providing basic services, supporting development of rural livelihoods and responding to humanitarian emergencies. We are headquartered in Kabul, and operate 20 provincial and district offices across Badakhshan (north-eastern region), Samangan (northern region) and Ghor (western region), as well as a Marketing and Fundraising office in London. We employ around 160 personnel, 97% of whom are Afghans.

Job Summary:

The field project Coordinator (GFFO and CSSF) project, under the direct line management of the Project Manager CSSF and GFFO will be responsible for implementing planned project activities within the framework of approved work plans and budgets. Broadly, she/he will closely work with field partners, and field staff she/he will be covering the following:

Duties & Responsibilities:


Planning and implementation of the DFID and German Federation funded projects in Samangan provinces.

Closely work with HALO Trust at the provincial level

Networking with government departments at the provincial level

Managing project expenses at the provincial level

Project monitoring at the provincial level.

Reporting to line manager

Project staff Capacity development

Capturing and disseminating lessons learnt from the project.

Following are the key areas of responsibility of this position:

A. Project Planning and Implementation:


Assist Project Manager CSSF and GFFO, in develop a set of indicators for input/activity quality and based on the indicators, and agree on a minimum standard of quality for project inputs/activities.

Assist Project Manager CSSF and GFFO, and the Monitoring Evaluation and Learning Manager (MEL Manager) in Kabul, develop a set of monitoring indicators and monitoring formats for the project.

Agree with the PM-CSSF and GFFO on what monitoring reports will be provided by Project coordinator weekly / monthly / quarterly basis.

Provide project orientation to newly recruited Social Organizers (SO) and agriculture officers

Build capacity of SOs and agriculture officer to ensure that project inputs / activities conform to the minimum standard agreed.

Prepare monthly work plans and expense forecasts based on LFA and Activity Schedule approved by donor (DFID and German federation).

Implement monthly work plans within the approved costs after ensuring that the quality of inputs/activities meet agreed minimum standards.

With consultation of PM Field project coordinator prepare reporting formats for SOs and agriculture officer in the province, receive and review daily/weekly field reports.

Ensure that SOs and agriculture officers prepare and file reports for all project activities conducted /events organized on a regular basis.

Assist PM-CSSF and GFFO to develop project specific training materials, information for field staff and beneficiaries, case studies and project photographs as visual evidence of outputs, outcome and impact.

Support PM-CSSF and GFFO for needs based and routine communication with donors in regard to overall grant management.

Hold monthly / quarterly review meetings with project field staff, Project Manager (CSSF and GFFO) on the progress of the project and check out corrective actions if necessary.

Assist project manager in all projects procurement inputs.
B. Networking and Representation


Maintain regular contact with key provincial departments such as DAIL, DoE, and HALO Trust.

Develop and maintain relationships with HALO trust team in Samangan

C. Budget and Logistics Management

Prepare Supply Requests and Service Requests ensuring those are properly documented and carry the correct Accounts Code, Donor Code and Donor Budget Code.

Ensure correct procedures are adhered to in procurement of materials and services and each procurement process is well documented;

Examine all expenses incurred by the project with reference to supporting documents, coding and available budget;

Prepare monthly expenditure plans for scheduled activities in Samangan province and ensure that those are included in the monthly Cash Forecasts.

Liaise with HO finance and programme department in case there are cash flow problems vis-à-vis provincial project implementation;

Maintain clear inventory of project specific assets and consumables.

Ensure and certify that there is no misuse of supplies procured for external events such as training programmes, workshops, and stakeholder meetings.

D. Monitoring and Evaluation:

Establish a mobile-phone based remote monitoring system involving CSSF and GFFO, and key informants from amongst DAIL and local authorities in Samangan;

Share actions taken on monitoring reports with PM.

Ensure that field Project coordinator produces 1 – 2 success stories during every quarter of the project;

Document key challenges faced and lessons learnt on a quarterly basis.

Design and conduct periodic qualitative and quantitative surveys to measure progress against outcome and impact milestones.

E. Reporting

Prepare and submit to PM CSSF and GFFO monthly progress reports against work plan by the 10th of the following month.

Prepare Events and Activities Reports as required complete with good quality photographs.

Assist PM-CSSF and GFFO in preparing quarterly / half-yearly / annual narrative reports for the donor.

F. Staff Capacity Development:

With consultation of project Manager periodically review the performance of Social Organizers and Agriculture officers and identify fresh training needs in order that they are able to deliver activities of a minimum agreed quality.

Identify outstanding staff and recommend them for external training programmes with the aim to prepare them for the next level.

Job Requirement:

Professional skills, Competencies, values and attitudes

Bachelor Degree in relevant discipline (Development, Social Science, Governance, Agriculture and other relevant fields).

At least 3 years of professional experience in areas of community development

Evidence of a highly developed computer literacy

Reporting writing skills

Committed and honest in his/her work
