Job Summary

The primary responsibility of the incumbent is to: assist the Project Manager in the development of project implementation policies, strategies, concept papers and proposals’ development, plan and implement emergency CBE project activities in target areas under his/her supervision, supervise and lead the emergency CBE team(s) at the provincial sub office level, prepare budget at the sub office level and monitor expenses, Make sure that various sorts of reports are timely prepared and submitted, establish working relations and coordination and cooperation mechanism with communities, other organizations and authorities at sub office level as well as with stakeholders.

Duties & Responsibilities

1. Assists the Project Manager in the development of project implementation policies, strategies, concept papers and proposals’ development
• Provides frankly his/her opinions, suggestion, proposals and feedback to the
Project Manager concerning Emergency CBE Project policies and strategies that are in best interest of education program and emergency project;
• Leads self and internal assessment and evaluation of the program activities at
sub office level, draws lessons learned and shares them with the Education
Program field team(s), and the Project Manager;
• Assists the PM in concept papers and proposals development by forwarding his/her ideas, opinions and required information as requested.

2. Plans and implements education program activities in target areas under his/her jurisdiction
• Sets project implementation plans such as conducting baseline surveys,
community mobilization and schools establishment, material procurement and
provision to schools, training for SMCs and schoolteachers, student assessment, staff development, etc;
• Develops IOPs in the light of AOPs at provincial level;
• Supervises and monitors the identification and conduct of community
mobilization process in the target communities to receive project assistance;
• Oversees and monitors establishment of SMCs and schools in newly mobilized communities;
• Supervises and monitors the implementation of training program by TTs and CTs.
• Supervises and monitors material procurement and process and their delivery
for schoolteachers and SMC members; to schools at the provincial level;
• Makes sure that staff development and project implementation plans are properly implemented.
3. Supervises and leads the Emergency CBE Project field team(s) at sub office level
• Identifies staff development needs and forward them to the PM and CARE
training unit;
• Tries to constantly develop provincial staff through mentoring, coaching, and
modeling;
• Supervises and provides technical support to TTs, CTs, Data Management
and Reporting Officer and other provincial staff members;
• Conducts provincial education program staff Annual performance appraisal
based on systematic staff performance monitoring and supervision throughout
the year;

4. Prepares project operation budget at sub office level and monitors expenses
• Estimates provincial expenses for emergency CBE project activities and forwards them to PM for budgeting and proposals’ development purposes;
• Authorizes emergency project expenses at provincial level;
• Closely monitors expenses at provincial level and makes sure they are in line
with budget allocations for individual line items;
• Makes sure that expenses are properly recorded, tallied with EARs and
discrepancies are corrected;

5. Makes sure that various sorts of reports are timely prepared and submitted.
• Overseeing the collection, compilation, analyzing and interpretation of the
Emergency CBE Projects’ activity data at the provincial level;
• Ensures that monthly activity and progress reports are timely and accurately
prepared and submitted to higher management;
• Make sure that prompt and accurate response is provided to ad-hoc queries put
by education program/emergency project higher management, mission leadership, etc;

6. Establishes working relations and coordination and cooperation mechanism with communities, other organizations, stakeholders and authorities at the site office level.
• Occasionally attends meetings with SMC members;
• Occasionally attends training sessions for SMC members as well as teachers;
• Makes sure that community elders are invited to various public functions organized by CARE education program and other components of CARE;
• Makes sure that relevant information are shared with SMC members and CBE teachers by CARE Education Program;
• Occasionally visits other organizations’ offices in order to establish and
maintain good relations;
• Attends coordination meetings with other organizations;
• Makes sure that relevant information with other organizations are exchanged;
• Occasionally visits authorities and brief them concerning education program
activities;
• Makes sure that proper protocols are in place with the provincial authorities;
• Makes sure that relevant reports and information are timely and accurately
provided to the provincial authorities;

7. Other duties as assigned by the Program Coordinator and Project Manager

Job Requirements

EDUCATION: University graduate

WORK EXPERIENCE: At least three years working experience in the same or Similar trades, preferably with International organizations.

SKILLS: Training, Facilitation skills, Human Relation skills,
Managerial skills, Reporting skill, Budgeting Skills, Good command of Written and spoken English, Dari and Pashtu.


LANGUAGES: Fluency in written and spoken English, Dari and Pushto languages.

GENERAL: Under the supervision of the project Manager, the incumbent has the authority to approve the program expenditures within the limits of project budget and CARE policy at the sub office level.

Under the supervision of the project manager, the incumbent has the authority to approve the program expenditures within the limits of project budget and CARE policy at the sub/site office level.

CONTACT/KEY RELATIONSHIPS:
Internal: Primarily Project Manager, PS, PR and project staff under his/her supervision and will have close working relationship with Senior Technical Facilitators, Data Management officer, etc.


External: In collaboration with Project Supervisor and PR liaison with provincial authorities as it relates to Education Program affairs, Close coordination with other sector agencies.


WORKING CONDITIONS:
Willingness to work in tough field conditions and security situation.
