To prepare community and area level operational plans, control budgets of his/her district or area, maintain a good working relationships with the communities, supervise field engineers, conduct needs assessment, baseline and technical surveys, supervise project implementation, prepare progress reports including project completion reports and impact and effect indicators reports.

Duties & Responsibilities:
1. Prepare community and district level operation plans in CARE standard formats.
â€¢ Keep control of budgets both in community and district levels. Ensure to avoid any over expenditures.
â€¢ Prepare community wide work calendar and specify resources required to undertake the plan.
â€¢ Ensure that the plan is shared with the communities and therefore is attainable and have the endorsement of the community.
2. Maintain a favorable working relationship with the targeted communities.
â€¢ Explain the project objectives to the communities and ensure project ownership by the participating communities.
â€¢ Ensure a high level of community participation and contribution.
â€¢ Ensure that the whole community members are involved in the decision-making.
3. Supervise field engineers and other direct project staff and provide needed job related training to them.
â€¢ Provide conditions in which the unskilled labors can receive on the job artisan training.
â€¢ Conduct a good performance management.
â€¢ Demonstrate a good teamwork. Involve others in decision-making and keep them informed of affairs.
â€¢ Provide all logistical and technical support to the field engineers as and when needed.
4. Conduct and oversee needs assessment, baseline survey, technical survey, and design and cost estimation of the project. Ensure a high technical quality of the project.
â€¢ Select project based on community needs and priorities.
â€¢ Participate in the process of setting baselines and conduct baseline surveys.
â€¢ Ensure that technical designs are as per standard and with a high and safe quality.
â€¢ Ensure that the cost estimation are realistic and with-in the boundary of less than 10 % variation.
5. Supervise and monitor implementation of projects and prepare standard progress reports.
â€¢ Submit community/project progress and completion reports to Project supervisor on time and as per standard formats with a high standard of accuracy.
â€¢ Use standard and official monitoring forms during project visits.
â€¢ Make use of site journal, record comments and observation on projects.
â€¢ Ensure that the community is undertaking the work and are involved in monitoring.
â€¢ Ensure that the workers are getting paid on time and in a professional way.
â€¢ Ensure that the vulnerable sector of community is considered for employment, especially those who canâ€™t be benefited from the outcome of the projects.
6. Undertake any other job when asked by your supervisor.
EDUCATION: BS in related Engineering subjects
WORK EXPERIENCE: 4 or more years in civil Engineering and other community development fields.
SKILLS: Projects monitoring, construction survey and design reporting writing, Spoken and written skills English as well as local languages.
LANGUAGES: Dari and Pashto and English.
GENERAL: Good field relations, Engineering and technical fieldwork capacity.
Under the supervision of Project Supervisor has the authority to approve the . â€¦ program expenditure within the limits of project budget and CARE policy.
Under the supervision of Project Supervisor, the field supervisor has the autonomy .. â€¦ to carry out his duties as specified in above.
Primarily Project supervisor, Deputy Program manager, Field monitoring and evaluation officers, Field engineers and other CARE projects, external local authorities and partner NGOs.
