Governmental office The Ministry of Transport (MoT) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Transport (MoT).

Job Summary:

The Finance & Admin Technical Assistant is expected to drive best practices in financial management, management and administrative management within the organization to maximize efficiency and growth. She/he will manage a team oversee financial management, donors’ relations, administration activities.

  • Proficiency in English, Dari and Pashto (Reading, Writing and Speaking).
  • Good working knowledge of MS. Office application, email and able to easily navigate internet.
  • Good working skills in report writing in English and Dari.
  • Be willing and able to meet tight deadlines and work long hours when required.
  • Good knowledge of capacity building and capacity building need assessment.
  • Is a self-starter, who is able to plan and manage their own work, takes initiative and strives to meet deadlines.
  • Highly skilled in the use and operation of the latest photocopier, scanner, printer and accurate filling.
  • Be able to work in a multi-cultural environment.


Job Requirements:


  • Bachelor Degree in Business Administration, Economics and related fields.
  • 14 Grade of Business Administration, Economics and related fields
  • 2-3 years of experience with governmental organizations, Ministries, Independent Directorates, UN Offices or International NGOs.

Duties & Responsibilities:

Finance Tasks

 

  • Maintain an accurate soft and hard copies of financial documents, ensure that proper procedures are followed for all financial documentation filing system.
  • Support the department in following of financial procedures, processes, analyze of invoices and purchase order under immediate manager.
  • Process prepare and ensure timely payments to MoT employees, contractors, suppliers and vendors.
  • Develop list of projects, budget expenditure and other financial related activities and make it update on daily, weekly and monthly bases.
  • Ability to prepare and present the preparation of budget, plans and other activities to top management/other relevant department.
  • Support the department in implementing of financial policies.
  • Assist in compiling information from various sources in order to prepare reports relating to budgets, accounting, finance and statistics.
  • Checking & processing of allotment of works, operation and salaries.
  • Checking & processing payment voucher (M16) of works, non-works, operation and salary.
  • Processing all stuff salaries with MOF and New Kabul Bank
  • Preparing M16 for works, Non-works, advances, petty cash, salaries, all goods purchases payments.
  • Processing M16s in MoT, controlling with Visa section of MoF in MoT.

 

Administrative Tasks

 

  • Maintains supplies inventory by checking stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; verifying receipt of supplies.
  • Answer, screens and transfers inbound phone calls
  • General clerical duties including photocopying, Scanning and mailing.
  •  Plan/arrange meetings and take detailed minutes
  •  Insert and retrieve documents from filing system.
  •  Prepare written responses to routine enquiries.
  •  Prepare and modify documents including correspondence, reports, drafts, memos and emails.
  •  Maintain office supply inventories
  •  Perform data entry, database update and scan documents into the database.
  • Any other assignment as required by the supervisor.
