The purpose of this position is to manage the financial affairs of Bamyan Program Support Unit (PSU, at Bamyan Province) office including financial record keeping, documentation, analysis and monthly reporting to Country Office. The Finance and Admin Officer is responsible for implementation and instrumentalization of ActionAid financial policies and accounting practices at the provincial office level. He/she is responsible for keeping all the financial records including supporting documents, maintaining the tax obligation for the payment made from Bamyan, preparation of cash / bank reconciliation statement and monthly financial reports to country Office.
Preparation of budget, monitor and keep track of expenditure against budgets; analyze variances between budget and actual expenditure.
Reportable to Bamyan PSU Coordinator having a functional link with country office finance department.
Duties & Responsibilities:
â€¢Support Provincial Coordinator in all the financial issues of Actionaid Afghanistan Bamyan PSU to report to Country Office.
â€¢Prepare budget plan for the DAs and Project activities based in Bamyan province
â€¢Monitor expenditures, review the budget if required
â€¢Prepare monthly financial report and send to the Country Office by 4th of the subsequent month.
â€¢Sending monthly fund request to country office on time and ensure available fund in Bamyan account.
â€¢Assist the management in selection of goods and services for pocurement.
â€¢Orientation of AAA as well as donor financial guidelines to the non finance staff before inception of any project.
â€¢Play a major role to maintain the compliance of payment and standard of documentation as per the requirement of donor.
â€¢Making sure that budgets and accounts are set forth in accordance with donor requirements and that adequate budget and its monitoring are in place
â€¢Provide any information timely, as and when required basis by the line manager as well as country office finance department.
â€¢Ensure generally accepted accounting and audit principles and policies are followed, and evaluate the adequacy and effectiveness of internal accounting procedures and operating systems and controls.
â€¢Update and balance the cash and bank book daily basis. Count and match the cash with the ledger balance at the end of the business hour. Reconcile the bank account at the end of every month.
â€¢Any other duties and responsibilities as required by the organisation.
â€¢Compiling staff attendance sheet along with monthly attendance report
â€¢Safekeeping and arranging all project documents
Coordinating and arranging meetings of management and staff and when required preparing minutes of the meetings
â€¢Maintaining a proper filing system
â€¢Ensuring tea, snacks and lunch are of required quality and serve properly by the kitchen staff
â€¢Ensuring staff members follow proper protocol in the performance of their official functions and support the line Manager
â€¢Coordinating and making sure that drop and pickup are arranged properly for guests to and from the airport, bus stations, etc.
â€¢Overseeing that the guest houses are properly equipped and cleaned regularly
â€¢Ensuring that cooks, guards and other support function staffs perform their duties properly.
â€¢ Managing office store and stocks and updated inventory
â€¢At least high School graduate, Bachelor degree or university degree is preferred.
â€¢Able to work independently and can play a proactive role in the PSU finance and office management.
â€¢Three years or more working experience in the finance department with any national or international organisation.
â€¢Ability to work in specially spread sheet program.
â€¢Knowledge of accounting software would be appreciated but not mandatory
â€¢Fluency in Dari, Pashto and English languages
â€¢Ability to work under pressure
â€¢Good administration skills
â€¢A positive attitude to working alongside women
â€¢Willingness to travel in and out side Afghanistan as and when required
