Job Summary:

The Assistance for the Development of Afghan Legal Access and Transparency (ADALAT) Project is working with the Afghanistan Supreme Court (SC) to strengthen the Court’s administrative capacity to manage its Administration, Finance and human resources functions. The finance and administration advisor will assist the SC General Directorate of Administration and Finance to develop and implement financial management and administrative management system related strategies and interventions to further improve the system.

Duties & Responsibilities:


Develop and implement strategies and interventions to improve the system.

Provide technical coaching and mentoring to concerned staff.

Develop Finance and Administration Directorate technical Assistance Work Plan

Conduct needs assessment of Finance and Administration Directorates and nine departments to update the SC’s T strategic plan, develop recommended policies and procedures, including strengthening of managerial and operational requirements, statistical information and management information systems

Develop Finance and Administration Strategic Plan to strengthen the SC’s management culture by providing technical assistance to staff to establish and track performance goals, by identifying management decisions the Court needs to make and the management information the Court needs to make those decisions

Train SC management staff in Financial and Administrative Management, including leadership, critical thinking, contract management, procurement and information technology;

Develop and conduct operational trainings for SC and provincial staff in management of logistics, trainings, customer service, public information, security and related responsibilities of courts.

Plan a regional study tour for SC staff who have successfully completed the Finance and Administration Management trainings.

Job Requirement:


Having at least Master or its equivalent degree with 5 years of working experience or having Bachelor degree with 7 years relevant experience.

Level 4 English ability.

Ability to design, develop and deliver different types of trainings related to administration and finance, and provide coaching and mentoring to concerned government employees.

Preferably familiar with justice and judicial sectors of the country.

Strong communication skills, including interpersonal written and oral English.

Ability to work with and provide technical advice and consultation to senior officials of government.
