Duties & Responsibilities


Provide technical guidance to the conduct an assessment of financial management capacity including procedures and systems and support development of Finance Improvement Action Plan Support the application of Integrated Financial Management System (IFMS) in municipalities

Provide technical guidance to municipal finance specialists based in municipalities to document and analyze procedures applied for different transactions or financial management tasks

Provide technical support to mapping and analysis of the process flows for municipal revenue generation and disbursements/payments Support analysis of revenue collection potential and revenue management capacity and make recommendations Support local municipal finance specialists to analyze budget preparation, execution, monitoring and reporting capacities and make recommendations Support analysis of payroll management capacity and procedures and make recommendations

Provide technical guidance to determine level of municipal access to funds Study and analyze legal and procedural compliance of financial management activities Support identification of the strengths and gaps in the internal control mechanisms or processes in the municipality, and make recommendations Support identification of the strengths and weaknesses of municipal capacity in managing centrally funded projects, and make recommendations Rate overall financial management performance of municipalities as per MoF criteria

Provide technical guidance on how to improve accounting capacity in municipalities

Provide technical expertise in setting and improving a management information system Review financial record management procedures and system at DMM and municipalities Support the team in improving municipal asset management systems

Design and conduct training and workshops on effective municipal financial management Produce analytical and comparative reports as per the needs of DMM Prepare the overall baseline report on municipal finances in municipalities

Job Requirements

Master’s or Bachelor’s in Finance or Professional qualifications in Accounting with expertise in integrated financial management systems, accounting and auditing in the Public Sector, additional post graduate qualification related to the assignment will have an added advantage. Practical knowledge and experience in public sector financial management systems Broad knowledge of and linkages between the key areas of the budget and accountability cycle including; budget planning, preparation and execution, procurement and revenue management including taxation. Able to build and lead teams, serve as coach/mentor and build strong relationships Proven ability to conduct analysis of public sector systems Minimum of 3 years of relevant experience with Bachelor degree and 2 years of experience with Master degree in a governmental, or non-governmental organization in a multi-cultural setting, preferably in the context of sub-national or municipal governance; Professional experience in preparation of presentations and other communication or training tools.
