Under the supervision of the regional office Operations Officer (OO), the Finance Assistant (FA) will assist with designing and implementing adherence to financial policy, budgets, and internal control measures. S/he will aid in developing and implementing financial, and personnel procedures in compliance with Creative and USAID policies; help draft periodic and annual reports on financial status of project expenses and budget information; support the development of documentation and written materials relating to the project; and respond to inquiries on the status of financial information. The Finance Assistant will assist in tracking the transfer of funds between the regional office and Kabul main office, and manage accounting and finance records of regional-office expenses.
• Assist with developing and administering financial policies and procedures
• Aid in managing all accounting functions, including: accounts receivables, payables, expense reimbursements, student financial assistance program, bank accounts, cash, and reconciliations.
• Prepare regular financial reports to monitor actual performance against budget, use of cash, fundraising pledges and receipts, cash requests, vouchers, and other.
• Aid in receipt and accountability of all cash funds for ASGP.
• Prepare a weekly cash check for the RPM to sign.
• Assist with coordinating financial activities to ensure compliance with donor and local requirements.
• Aid in maintenance and upkeep of all financial databases and accounting documents, electronically and hard copy.
• Assist with the consolidation of regional office accounts into a monthly return to be forwarded to Kabul in paper and electronic copies.
• Prepare of all financial documents and vouchers required for Regional Office
• Aid in the preparation of weekly, quarterly, and annual fiscal report, as well as ad-hoc reports requested by Regional Program Manager
• Experienced in an accounting role with exposure to most areas of finance/accounting in an organization or company.
• Bachelor’s level degree or equivalent in accounting or business; Certification in public accounting strongly preferred.
• Excellent analytical, project management and organizational skills.
• Experience working with USAID and/or USAID-funded projects, or projects funded by other donor countries.
• Knowledge of Afghanistan legislative acts that relate to accounting, taxation, employment and overall fiscal operations and management is preferred.
• Good communication and team-working skills.
• Ability to work under pressure and within time constraints.
• Fluency in oral and written English; in addition, fluency in Dari/Pashto strongly preferred.
• Excellent computer skills to include Microsoft Office applications, internet software, and data-base systems; knowledge of Quick Books is highly desirable.
