PROGRAM DESCRIPTION The USAID Office of Transition Initiative (OTI) funded Community Cohesion Initiative (CCI) is one of three principal stabilization programs in the USAID/Afghanistan Stabilization Unit. Through CCI, USAID OTI seeks to improve stability in areas vulnerable to insurgent exploitation in order to create an enabling environment for sustainable peace and traditional development programs by (1) strengthening ties between and among local actors, customary governance structures, and the Government of the Islamic Republic of Afghanistan (GIRoA) and (2) empowering community-based resiliencies to mitigate sources of instability.
: Under the supervision of the Finance Manager (FM), the Finance Assistant (FA) will assist with designing and implementing adherence to financial policy, budgets, and internal control measures. S/he will aid in developing and implementing financial, and personnel procedures in compliance with Creative and USAID policies; help draft periodic and annual reports on financial status of project expenses and budget information; support the development of documentation and written materials relating to the project; and respond to inquiries on the status of financial information. The Finance Assistant will assist in tracking the transfer of funds between headquarters and the field offices, and manage accounting and finance records of in-country expenses.
Duties & Responsibilities:
â€¢ Assist with developing and administering financial policies and procedures
â€¢ Aid in managing all accounting functions, including: accounts receivables, payables, expense reimbursements, student financial assistance program, bank accounts, cash, and reconciliations.
â€¢ Prepare regular financial reports to monitor actual performance against budget, use of cash, fundraising pledges and receipts, cash requests, vouchers, and other.
â€¢ Aid in receipt and accountability of all cash funds for ASGP.
â€¢ Assist with weekly cash checks upon the Cashier, preparing for a monthly cash check by the D/COP Ops and for a quarterly cash check by the COP.
â€¢ Aids in the production and analysis of monthly Field Financial Reports.
â€¢ Coordinate and schedule departmental assignments and responsibilities.
â€¢ Assist with coordinating financial activities to ensure compliance with donor and local requirements.
â€¢ Aid in maintenance and upkeep of all database and accounting documents, electronically and hard copy.
â€¢ Assist with the consolidation of regional office accounts into a monthly return to be forwarded to DC in paper and electronic copies.
â€¢ Preparation of all financial documents and vouchers required for Kabul Office
â€¢ Aid in the preparation of weekly, quarterly, and annual fiscal report, as well as ad-hoc reports requested by senior staff.
â€¢ Experiences in an accounting role with exposure to most areas of finance/accounting either in a private or public organization.
â€¢ Bachelorâ€™s level degree or equivalent in accounting or business; Certification in public accounting strongly preferred.
â€¢ Excellent analytical, project management and organizational skills.
â€¢ Experience working with USAID and/or USAID-funded projects, or other projects funded by other than US donor countries.
â€¢ Knowledge of Afghanistan legislative acts that relate to accounting, taxation, employment and overall fiscal operations and management is preferred.
â€¢ Good communication and team-working skills.
â€¢ Ability to work under pressure and within time constraints.
â€¢ Fluency in oral and written English; in addition, fluency in Dari/Pashto strongly preferred.
â€¢ Excellent computers skills to include Microsoft Office applications, internet software, and data-base systems; knowledge of Quick Books is highly desirable
