Summary of Key Functions:
Implementation of operational strategies
Administration of budgets
Accounting and administrative support
Support for Global Payroll
Project cash management
Facilitation of knowledge building and knowledge sharing
Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:
Full compliance with UN/UNDP rules and regulations of financial processes, financial records and reports and audit follow up; implementation of the effective internal control framework;
Follow up on contributions with PSU within the Country Office resource mobilization efforts.
2. Ensures administration of project budget focusing on achievement of the following results:
Preparation and modifications of project budget;
Presentation of researched information for planning and status of project financial resources;
Entering project budgets in Atlas for budget revision based on approved project Annual Work Plan and/or signed Project Document.
3. Provides accounting and administrative support to the Project Finance Team and performs support function for Global payroll focusing on achievement of the following results:
Proper control of the supporting documents for payments as per the Payment Check List; preparation of all types of vouchers and GLJEs;
Preparation of PO and non-PO vouchers for the project in Atlas;
Support country office global payrolls processing in Atlas by reviewing chartfields for positions based on approved project AWP and analyzing GP expenditure transactions on a monthly regular basis;
Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared and processed; travel claims, and other entitlements are duly processed;
Timely project accounts closure;
Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to Country Office requests to resolve financial data issues;
Maintenance of the Accounts Receivables for the project and follow-up with PSU in Country Office on contributions, deposits creation in Atlas and their application to AR pending items;
Timely VAT reimbursements, payment of GLOC by the Government.
4. Ensures proper project cash management functioning focusing on achievement of the following results:
Alternate to Finance Analyst for timely review and preparation of cashflow forecasts of the project to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.
5. Ensures facilitation of knowledge building and knowledge sharing in the project focusing on achievement of the following results:
Organization of trainings for the projects staff on Finance.
Synthesis of lessons learnt and best practices in Finance.
Sound contributions to knowledge networks and communities of practice.

Education and Experience:
High School certificate or Bachelor’s degree in Finance, Business or Public Administration;
Progressively responsible Finance experience is required at the national or international level;
Experience in handling of web based management systems;
Experience in capacity development and knowledge transfer;
Experience in the usage of computers and office software packages (MS Word, Excel);
With high school certificate 5 to 6 and with bachelor’s degree 2 to 4 years of experience is required.
Language Requirements:
Fluency in English, Dari and Pashto is required.
