Job Summary:

Under the overall guidance and supervision of the Head of the Financial Resources Management and Oversight Unit (OFMO), and the direct guidance and supervision of the Finance Analyst, the Finance Associate provides financial services, ensuring high quality, accuracy and consistency of work. The Finance Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

The Finance Associate works in close collaboration with the operations, programme and project teams in the CO, GSSU and UNDP HQs staff to resolve complex financial management and operational-related issues and information delivery.

Duties & Responsibilities:

Summary of Key Functions:

  • Implementation of operational and financial management strategies
  • Provide Accounting, Finance and administrative services
  • CO cash management
  • Administer funding disbursement
  • Knowledge building and knowledge sharing.

Ensures implementation of operational strategies focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/ reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
  •    CO Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with office management.
  • Implementation of cost sharing and trust fund agreements, elaboration of conditions of contributions within the CO resource mobilization efforts.
  • Elaboration of proposals and implementation of cost saving and reduction strategies in consultations with office.

Provides accounting and administrative support to the Finance Disbursement Section focusing on achievement of the following results:

  • Proper control of the supporting documents for payments and financial reports for NEX projects; coordinate with GSSU in preparation of all types of vouchers for projects and non-Atlas Agencies; PO vouchers; Pay Cycle and payment execution.
  • Maintain the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Maintain the Accounts Receivables for UNDP projects and coordinate recording of deposits in Atlas to GSSU.
  • Prepare reporting monthly global payroll onetime and recurring entries to GSSU.
  • Coordinate with GSSU resolve bank reconciliations issues

  • Being the office safe custodian

Perform CO cash management

  • Oversee cash advances (PCF, PPCF and PCA), including monitoring cash advance balances
  • Prepare monthly and Quarterly Cash Forecast
  • Initiate bank account replenishment
  • Resolve unidentified credits and unknown debits in bank statements

Administer funding disbursement

  • Review UNDP CO, Atlas & non-Atlas UN-agencies payment documentation and NTA payroll documentation in accordance to UNDP’s financial rules and regulations and ICF.
  • Coordinate and advise GSSU Vendor and P2P departments on disbursement related issues
  • Focal point for client’s enquiries on Disbursement, Payroll and Treasury related issues
  • Focal point for  agency payments, including review of Financial Authorization of non-Atlas agencies prior to initiate request on Oracle CX for Voucher Creation and Approval
  • Pay-Cycle FGT & EFT payment status report and follow-up (dispatch – Received by bank – Error/Paid)

Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff on Finance.
  • Contributions to knowledge networks and communities of practice.

Job Location:

Afghanistan, Kabul



  • High School Certificate, with specialized certification in Accounting and Finance is required.
  • Internationally recognized accounting certification will have a distinct advantage
  • University Degree in Finance, Accounting or Business is desirable.


  • 6 years of relevant accounting, finance and audit experience at the national or international level is required with a High School Diploma or 4 years relevant experience with a Bachelor’s Degree is required.
  • Extensive experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages.
  • Experience with web-based information and ERP systems, preferably PeopleSoft is a distinct asset.
  • Knowledge of IPSAS and/or IFRS is an advantage.
  • Experience in payment process, cash management, bank reconciliation is an assets.


  • Proficient in English, Fluent in Dari and Pashtu.


Should pass UNDP Accountancy & Finance Test (AFT).
