Job Summary:

 Bachelor’s degree in accounting, finance, business administration or equivalent.
 Advanced degree and CPA preferred.
 Minimum 3-5 years of work experience.
 Experience in field based accounting required.
 Experience with computerized accounting essential.
 Experience in the region preferred.
 Strong organizational and leadership skills.

Duties & Responsibilities:

The Finance Manager (FM) will be responsible for (a) ensuring that contractual requirements are met based on USAID policies and procedures; (b) developing and implementing financial procedures in compliance with Creative and USAID policies and procedures; (c) managing procurement actions and executing subcontracts and consulting agreements consistent with USAID and Creative procedures, (d) managing payroll and staff reimbursements and maintenance of complete personnel records; and (e) supporting the development of documentation and written materials relating to the project;

REPORTING AND SUPERVISION

The FM reports to the project Chief of Party (COP) and to Corporate Finance and Contracts management.
PRIMARY RESPONSIBILITIES
 Manage contractual and financial systems for the project. Ensure that project meets all USAID contractual requirements and ensure compliance with USAID policies and regulations.
 Provide financial oversight, including the maintenance and monitoring of the project budget.
 Liaise between Creative Associates’ field and headquarters offices.
 Participate in ongoing analysis, forecasting and review of project expenses.
 Track the transfer of funds between headquarters and the field office, and manage accounting and finance records of in-country expenses, including developing spreadsheet programs for tracking and monitoring all financial project activities, and maintaining spreadsheets with current project expense data. Provide Chief of Party with updated monthly cost reports.
 Draft quarterly and annual financial reports on financial status of project expenses and budget information and forward to F and A for review and approval by the Controller.
 Ensure monthly field expense reports.
 Provide COP/HQ updates on the status of fund requests and work with F and A Washington to ensure the timely transfer of funds.
 Prepare purchase orders, contract agreements for approval by COP. Send copies to Creative HQ.
 Submit wire transfer requests for field offices to F and A for processing.
 Process check requests and wire transfer requests for payments to vendors in compliance with contract requirements.
 Supervise accountant, and Procurement Manager
 Review and process invoices and in-field fee payments in accordance with Creative accounting procedures and contract policies.
 Manage personnel and payroll office staff and procedures
 Maintain project financial and contractual files.
 Develop financial procedures manual.
 Oversee project procurement in accordance with contract and Creative requirements and regulations.
 Provide financial management and systems training for project staff.
 Oversee the procurement component of the project as required per the project goals. Supervise and organize the delivery of the commodities.
