About World Vision International Afghanistan:
PROGRAM / DEPARTMENT SUMMARY:
Due to a combination of drought-affected harvest failure, increased food costs, and lack of income-generating activities, Afghanistan is facing acute food insecurity. The Government of Afghanistan (GoA) estimates that 1.5 million people are at risk of malnutrition. In order to mitigate the situation, USAID is providing funding for a large cash-for-work (CFW) project to provide income-generating activities which enable communities and individuals to purchase food and improve their nutritional status. The name of the CFW project is: Food Insecurity Response for Urban Populations (FIRUP). Project activities will be based in three provinces in western Afghanistan: Herat, Badghis, and Ghor.
GENERAL POSITION SUMMARY:
The FIRUP Finance Manager has responsibility for overall financial management of the FIRUP project in Herat, Badghis, and Ghor Provinces. He/She will supervise all project finance staff in Herat, Qala-i-Naw, and Chaghcharan, and is responsible for ensuring the following:
ï‚§ FIRUP implementation complies with all applicable laws and regulations; policies and procedures; proper accounting standards; and USAID reporting requirements.
ï‚§ High-quality financial supervision will be achieved at the most economical cost.
Duties & Responsibilities:
ESSENTIAL JOB FUNCTIONS:
ï‚§ Oversee and manage FIRUPâ€™s daily accounting and finance functions, including the timely recording of transactions, cash management, banking, payroll, cost allocations, receivables, and payables. Train and manage national FIRUP finance staff in country.
ï‚§ Implement and administer World Visionâ€™s systems, policies, and procedures for all issues related to project finance, in accordance with USAID and World Vision regulations and policies, including: Systems for cash-flow management; budgeting; consolidation of accounting information; internal controls; cost allocation; financial reporting and record-keeping; and grant management and compliance.
ï‚§ Maintain banking relations, and plan and monitor country cash-flow requirements to ensure the smooth implementation of FIRUP project components.
ï‚§ Ensure on-time monthly standard accounting submissions to the World Vision Afghanistan Senior Finance Manager, including general ledger files, account reconciliations, expenditures, and required USAID reporting standards, in a timely and accurate manner.
ï‚§ Ensure grant compliance with USAID requirements before and during the implementation of the project.
ï‚§ Provide monthly and quarterly financial-management reports to the FIRUP Project Director, World Vision Afghanistan Senior Finance Manager, WVUS, and USAID. Upload the reports onto the World Vision Afghanistan financial database.
ï‚§ Develop the annual FIRUP planning budget; implement and maintain budgeting systems; and provide timely pipeline and other reports to the FIRUP Project Director.
ï‚§ Provide assistance with external audits and cooperate in the internal audit processes, as/when necessary.
ï‚§ Effectively stay abreast of USAID policies, procedures, rules, and regulations. Compile and update applicable local policies, and train FIRUP staff in these policies.
ACCOUNTABILITY TO BENEFICIARIES:
World Vision team members are expected to support all efforts towards accountability, specifically to the beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field-based projects.
This position will supervise all national FIRUP finance staff in Herat, Qala-i-Naw, and Chaghcharan.

KNOWLEDGE AND EXPERIENCE:
ï‚§ This position requires a BA/S in accounting/finance or equivalent, and five (5) years advanced accounting experience.
ï‚§ CPA, ACCA, or other professional certificate is preferable.
ï‚§ Strong knowledge of computers and software (MS Word and MS Excel). Experience with SunSystems and databases is essential.
ï‚§ Supervisory and management experience is required.
ï‚§ Three (3) years experience in the field office of an international NGO.
ï‚§ Minimum three (3) years experience working with USAID donor grants, including financial reporting; compliance with regulations, policies, and procedures; and requesting waivers.
ï‚§ Proven experience with budget preparation and analysis, and financial report preparation and presentation, including proven ability to translate technical financial data into informative reports.
ï‚§ Effective interpersonal skills, and demonstrated success establishing and maintaining mentoring relationships is essential.
ï‚§ Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary.
ï‚§ Demonstrated attention to detail, while maintaining a strategic point of view. Ability to follow procedures, meet deadlines, and work independently and cooperatively with cross-cultural team members is required.
