Reporting to Country Director, the Finance Officerâ€™s main duty is to manage and oversee Global Rights (GR) Afghanistan finances, collaborate closely with HQ finance staff in preparation of financial reports, and assure compliance of office finance management systems, reporting, policies and procedures with national and local guidelines, and with GR internal finance management regulations.
Duties & Responsibilities:
ï‚§ Produce and maintain all internal financial reports and statements, including review of financial transactions and monthly reconciliations.
ï‚§ Lead in preparation and revision of office annual operating program budgets and grant proposals.
ï‚§ Ensure the proper management of country financial operations and grant expenses, by providing and/or reviewing the monthly financial reports which compare actual expenses to grant budgets and internal budgets, and advising the Country Director.
ï‚§ Manage cash flow by reviewing cash levels, anticipated activities, and the cash transfer request.
ï‚§ Participate in quarterly reviews and forecast expenses by program.
ï‚§ Assure compliance of all office management systems, reporting, policies, and procedures with national and local laws and guidelines, and with GR internal finance management procedural manuals.
ï‚§ Supervise all country office bank relations and bank account activities.
ï‚§ Assist with computer conversions and upgrades.
ï‚§ Other duties as assigned.
ï‚§ BA in Accounting or Finance or related field.
ï‚§ Minimum of three to five years of financial, grants and administrative management experience.
ï‚§ Experience working with computerized accounting systems such as Quick Books, MIP or other standard accounting software, computerized report writing, and database management.
ï‚§ Fluent in English, and experienced in translating financial documents to English.
