About Criminal Justice Task Force (CJTF):
The incumbent will work as a member of CJTF Administration Directorate under the direct supervision of the Administration Director. He/She will participate in the effective management of the team and will be responsible for:
i) Providing support and technical assistance to CJTF/CNT Finance Section and other stakeholders, liaising and working closely with director of administration and involved consultants, for the development and approval of monthly budget for CJTF programme. This should include preparation of monthly budget according to agreed terms with MoF rules and regulation for CJTF development budget.
ii) The Finance Officer will closely work and support the director of administration and other relevant stakeholders as a team member on ensuring adherence to financial policies, MoFA procedures. Accordingly he would also be required to produce accurate and timely financial reports.
iii) Ensuring efficient and effective day to day financial transactions and services according to the project financial rule and regulation (Procurement law of the Afghanistan /Qanoon Tadarukat after the project budget is entered in the government book).
iv) Maintaining financial records and producing regular accurate reports on monthly basis and as required for the reconciliation of the project expense account on monthly basis to the Director of Administration (and MoF if project budget is entered in the government book).
v)Responsible for the disbursement of CJTF staff monthly allowances approved by the Director of Administration and agreed terms with BEK/PMB (and MoF if project budget is entered in the government book).
vi)S/He is responsible to update the list of none expendable assets of CJTF on regular bases.
Duties & Responsibilities:
â€¢ Ensure adequate cash is made available for all day to day activities to support the project and counterpart organization activities.
â€¢ Responsible for paying and receiving cash after getting authorization from the Director of Administration/ Project Manager.
â€¢ Works closely with the logistic and HR officers and provides backstopping to assist them in their day to day work performance and during their absence.
â€¢ Prior effecting any payment, verifying the completeness and correctness of all financial invoices, making sure that all the payments are made based on the request, approval and procured properly according to the project financial rule and regulation (Procurement law of the Afghanistan /Qanoon Tadarukat after the project budget is entered in the government book).
â€¢ Maintaining of an up-dated filling system to ensure that any financial transaction is properly kept and recorded.
â€¢ Assists the director of administration and the project manager in budget formulation and execution for overall expenditure of the project and counter-part organizations activities as required by the project and donor organisation.
â€¢ Monitors expenditure against budget by use of monthly budget control statements and prepare financial forecasts/projections for project activity and implementation.
â€¢ Ensures accurate records are continuously available on Sub-projects obligated amounts by liaising with both the Project management team and MoFA.
â€¢ Ensures that the project (CJTF) account is available for internal and external financial audit as and when its required.
â€¢ Reconciling and reviewing suspense accounts and ensuring that proper clearance procedures have been followed.
â€¢ Responsible for the inventory of all none expendable assets and maintaining of updated inventory record.
â€¢ Performing Inventory Report, monthly reconciliation. Keeping up-to-date on documents/ reports/ guidelines/Audit Files in an appropriate manner.
â€¢ Ensure that each payment has been recorded under the proper budget code allocated for each activity.
â€¢ Good relationships with office colleagues from different origins and cultures as well as excellent interpersonal skill.
â€¢ Provides Administrative assistance to the Director of Administration.
â€¢ Performs any other task given by the Director of Administration and the Project Manager.
â€¢ The position reports directly to the CJTF Administration Director.
â€¢ Degree in Finance/Economics/Administration or equivalent professional course in Accounting or Financial Management is required.
â€¢ Minimum four years of accounting/financial management experience preferably in international development organization, diplomatic missions or UN is required.
â€¢ Computer skill in MS Office Package, including extensive experience using Accounting software, Internet and e-mail are required.
â€¢ Should be Fluent in English, Pashto and Dari languages.
â€¢ Ability to write in a clear and concise manner and to communicate effectively orally is required.
â€¢ Should be available to work longer hours when it is needed.
