About FLAG International:
FLAG International Afghanistan (FIA) is an AISA registered non-governmental organization based in Kabul. FIA provides entrepreneurs, businesses and community groups with business planning, financial instruction and career training opportunities in order to maximize their economic, social and entrepreneurial potential. FIA is also a facilitating partner under the National Solidarity Program, which provides capacity building, infrastructure improvements and technical expertise to communities throughout Afghanistan. In addition, FIA is engaged in agricultural extension training in conjunction with the Ministry of Agriculture, Information and Livestock, engaging with farming communities on new agricultural methods, tools and techniques.

Duties & Responsibilities:
â€¢ Prepare timely and accurate periodic financial reports as required and/or requested;
â€¢ Ensure that the procurement of goods and services are in alignment with FIA Procurement and Purchasing Policies;
â€¢ Review financial reports submitted by the provincial offices and provide feedback on accuracy and overall fiscal operations and management;
â€¢ Maintain cash-flow projection statements and alert the Finance Department and provincial field offices when there are shortfalls and/or over-expenditures;
â€¢ Monitor the respective organizational department spending to ensure adherence to budgetary constraints;
â€¢ Review all financial reports that are submitted by the field offices to their respective departments, ensuring accuracy of the records;
â€¢ Maintain cash flow projection statements;
â€¢ Responsible for bank transfers to LGCD field offices;
â€¢ Prepare department financial data for audits;
â€¢ Record and update all fund inflows and expenditures and ensure that all expenditures charged to the provincial office budget conform to the rules and regulations of FIA.
â€¢ Reconcile the provincial office accounts each month, according to the instructions received by FIAâ€™s Finance Department.
â€¢ Prepare the monthly payroll for local staff.
â€¢ Prepare the advance request for the head office, by the 15th of month
â€¢ Prepare month-end financial report, for review by the Finance Manager
â€¢ Review the bank reconciliation statements for all accounts maintained by the FLAG office.
â€¢ Perform weekly, monthly and on-the-spot cash counts.
â€¢ Calculate the monthly exchange rate using weighted average in the excel worksheets.
â€¢ Prepare Voucher for each receipts
â€¢ Prepare salary taxes and doing the payment
â€¢ Work in close collaboration with the Finance Manager and other senior FLAG/Afghanistan staff for project budget and expense planning.
â€¢ Develop a plan to monitor all project-related funds. Design and manage prefect audits and financial reviews.
â€¢ Maintain a close coordination with all the senior staff on financial matters and advise them, as appropriate, on matters requiring their attention
â€¢ Participate in quarterly reviews and forecast expenses by program.
â€¢ Bachelorâ€™s Degree: Preference given to Finance and Management graduates.
â€¢ Fluency in written and spoken English.
â€¢ Strong financial accounting skills, [preference given to those familiar with Quickbooks]
â€¢ Knowledge of financial/budget accounting and monitoring systems;
â€¢ Strong MS Office skills, in particular Microsoft Excel and Access;
â€¢ Willingness to travel and work in various provinces.
â€¢ Preference given to those who are familiar with the LGCD operations;
â€¢ Excellent communication skills and strong negotiating skills;
â€¢ Motivated, hardworking, creative, innovative and a strong team player.
â€¢ Ability to set deadlines and manage time effectively.
â€¢ A minimum of two (2) years work experience in the finance departments of other national or international organizations. Preference given to those with a financial or management background.
â€¢ Prior experience working in difficult and insecure environments is a plus.
