The Finance Officer will work in APRP Office.
• Effective team work and analyzing of proposals to support the P and R
• Effective and accurate financial resources management and oversight
• Implementation of financial operational strategies and procedures
• Facilitation of knowledge building and sharing
1. Ensure effective team work and analyzing of proposals to support the P and R
• Be part of the finance management team overseeing all the transactions of the trust fund set up for the peace and reintegration Programme;
• Carry out analyses of proposals reviewed from various stake holders to support the P and R Programme and all the resources based on efficiency and speedy delivery.
2. Ensure effective and accurate financial resources management and oversight, focusing on achievement of the following results:
• Financial analysis and oversight for all resources managed by the P and R and provision of high-quality professional reports and advice to P and R management;
• Organizing and oversight of P and R cash management processes, including liquidity management, recommendation of imp rest level, risk assessment, bank relationship management, timely accounting and reconciliation of all transactions, security for cash assets on site;
• Support and strengthen financial system and provide feedback on financial matters to P and R management;
• Participate in discussions of new or revised procedures, practices and assesses the impact of changes and make recommendations for follow up action.
3. Ensure implementation of financial operational strategies and procedures, focusing on achievement of the following results:
• Full compliance of financial activities, financial recording/reporting system and audit follow up with P and R management rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
• P and R finance business process mapping and elaboration/establishment of internal standard operating procedures in the Finance Unit; control of the workflows in the Finance Unit;
• Continuous analysis and monitoring of the financial situation, presentation of forecasts for P and R management;
• Elaboration of the framework and conditions of contribution within the P and R resource mobilization efforts.
4. Ensure facilitation of knowledge building and sharing, focusing on achievement of the following results:
• Synthesis of lessons learned and best practices in Finance;
• Sound contributions to knowledge networks and communities of practice;
• Perform any other task assigned by the P and R management.

Education:
• Bachelor degree in Finance, Business Administration, Economics or related field. Master degree is desirable.
Experience:
• Bachelor’s degree with 5-6 years’ experience or Master’s degree with 3-4 years of relevant experience at the national or International level in providing financial management advisory services and managing staff operational systems;
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.
Language Requirements:
• Demonstrated ability to write clearly and accurately in English, Dari and/or Pashto.
