The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary:


Preparing M16 and B27 forms for the expenditures of the project (NGOs, Contractors, and Suppliers) and coding payment vouchers properly according to MoF guidelines and chart of accounts and to ensure that the documents are properly documented.

Assisting in preparation of annual work plan and budget plan for the project

Assisting in preparation of project annual budget request (B4) in close coordination with HSS team.

Duties & Responsibilities:

Job Description

Preparing M16 and B27 forms for the expenditures of the project (NGOs, Contractors, and Suppliers) and coding payment vouchers properly according to MoF guidelines and chart of accounts and to ensure that the documents are properly documented.

Assisting in preparation of annual work plan and budget plan for the project

Assisting in preparation of project annual budget request (B4) in close coordination with HSS team.

Monitor project expenditures and ensure that all transactions are in compliance with donor and MoPH/MoF requirements.

Participate in the evaluation/recruitment panels of MoPH as directed by his/her supervisor

Monitor project expenditures in relation with the approved budget.

Review and checking of financial quarterly reports coming from the implementing NGOs, and providing them on time feedback.

Monitoring NGO’s financial reports and make sure that fund receives from MoPH are spent according to the contract terms and MoPH/MoF requirements.

Preparing bank reconciliation on monthly bases.

Follow up of project payments and allotments process with MoF and DAB

Preparing of project monthly and quarterly expenditure report to MoPH and other stakeholders

Providing the required project related data during the audit review to the auditors

Updating the project journal, bank statement reconciliation with DAB and SDU on regular basis.

Prepare Payroll on monthly basis.

Other analytical and administrative tasks or any other duties assigned by his/her supervisor

Qualifications:

Job Requirements

Bachelor’s degree (economics) with 3 years related experience in finance, accounting or relevant areas with Afghan government, UN agencies and NGOs (experience with Government is highly preferred), Master degree is preferred.

Computer skills (Ms Word, Excel, Access). Knowledge of Data base and Quick Book accounting software is preferred.
