The scope of duties of the Finance Officer will relate to all financial management activities required to successfully implement MoLSAMD Development projects. These activities will be followed within the strict guidelines of the Government’s and World Bank financial management rules and regulations.
Finance Officer will be working under direct supervision of the Finance Manager.
Finance Officer is required to Travel to Provinces.
The duration of the assignment will be 5 months with possibility of extension and will involve the following activities:
Duties & Responsibilities:
Preparing daily expenses vouchers and processing them;
Maintaining proper supporting documents for all financial related data and carefully adopting the established MoLSAMD filing system;
Reconciling bank accounts and comparing bank balances with books and other records on a monthly basis
Preparing M-16, M13, M12, M10, M3 and other MoF forms for eligible payment and keep track of NSDP’s budget allocation and actual expenditure;
Preparing B20, B27, PCS, B23, B3, B10 Forms for items specified in Projects Financial Proposal and Procurement Plan.
Liaising with the MOF and following up on MoLSAMD’S Development Projects payments and other transactions when required;
Receiving and paying out cash and keeping precise records in accordance with the procedures specified in the project Finance Manual;
Checking bills and payment agreements before any payments are made, and in accordance with the rules and regulations of the Ministry of Finance and as set out in the Finance Manual;
Recording all receipt and payment vouchers in cash and bankbooks;
Recording, on a daily basis, the cash and bank balance position;
Managing and maintaining Books of Account, vouchers, files, cheque books, and other financial documents;
Perform and document physical cash count on daily basis;
Withdrawing cash from the bank as required and as instructed by the FMS manager;
Liaising with bank, giving and receiving bank documents;
Changing currency with a two-member delegation, in the market, as required;
Coordinating with the Internal Audit Department of MOF on carrying out the annual internal audit of the projects.
Coordinating with the Supreme Audit Office (SAO) in carrying out the annual external audit of the project.
Reporting on improper use of any stock and/or cash;
Perform other tasks assigned by Senior Management.
a. Bachelor degree in finance, business administration, economics, or other related field;
b. At least 4 years’ of experience with a Government developmental projects or donor funded projects and any national or international Firm in supporting financial management and accounting activities related to procuring goods, works and services;
c. Sound knowledge and understanding of World Bank and/or the Government’s financial management guidelines and procedures is preferable;
d. Sound judgment and interpretative skill for dealing with finance-related issues and documents.
e. Effective communication and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff.
f. The incumbent will be given preferences who has relevant work experience with MoLSAMD/NSDP.
