The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development of communities.
Ministry of Agriculture, Irrigation and Livestock (MAIL) and Asian Development Bank (ADB) established Central Program Management Office (CPMO) which is a permanent office to provide operational (administration, finance, procurement, reporting, technical and, monitoring and evaluation) support to all existing and forthcoming projects of ADB within the MAIL. The Project Management Unit (PMU), under the CPMO is responsible for day to day implementation of the Project including (i) overall management and coordination of the relevant outputs; (ii) guiding and overseeing the work of the regional Provincial Implementation Units (PIUs); (iii) establishment and implementation of the project performance management system.
The proposed project help strengthen Afghanistan’s horticulture value chain by (i) improving processing efficiency and marketing capacity of domestic agro-business enterprises (ABEs); (ii) modernizing crop production through better planting material, trellising, modern green houses, and on-farm facilities; and (iii) contributing to the national effort in establishing internationally recognized brands of Afghan horticulture produce. It will increase value addition for horticultural commodities produced in eleven (11) provinces in Central, South, and East Afghanistan. As such, the project contribute to increasing import substitution of fresh and processed fruit and vegetables, and expanding exports of high-value fruit, vegetables, and nuts in which the country has a comparative advantage.
The project is aligned with the following impact: improved agricultural productivity and food security. The project will have the following outcome: production and value addition of horticulture products increased. The two outputs are (i) horticulture value-chain infrastructure and facilities improved; and (ii) national capacity for horticulture export expansion and import substitution developed.
The Finance Officer will carry out all financial services and activities in assigned region of the project and will report to the Regional Manager in coordination with the finance section head of the central program management office (CPMO).
Serve as the direct liaison between the project implementation unit (PIU) and the central project management unit (PMU) and fast-track financial and accounting transactions, including the processing of funds payment requests;
Serve as responsible person dealing with activities related to financial management, such as budget, banking, accounting, financial reporting and controls, and audit and risk management processes;
Ensure sound cash-flow management and funds availability for project activity implementation based on approved work plan and budgets;
Provide guidance and support to PIU personnel with respect to finance and ensure that all pertinent rules and regulations governing financial operations of the Afghan government and ADB are complied with;
Assist in administering, controlling the disbursement of funds within the approved budgetary allocations, in accordance with established regulations and procedures and within the established delegation of authorities;
Under the direct supervision of the Regional Manager, prepare payroll statements, allowances, travel claims and other payments to the PIU personnel, vendors and other claimants;
Assist in administering and managing the logistics and service contracts with service providers such as travel agents, hotels, catering services, office suppliers and equipment, etc.
Perform other related duties, as assigned by Programme Management and Deputy Program Manager for Finance and Administration.
Enter all regional financial transaction into the CPMO financial system;
Following up of the project finance related documents with the regional and central level authorities;
Keep track of financial system and prepare/file all required financial documents for verification and audit purposes;
Maintain book of accounts and prepare monthly bank reconciliations;
Control and check all regional project eligible expenditure;
Prepare of monthly, quarterly and annual financial reports;
Establish and maintain good filing system (both; in soft and hard) related to the project;
Cooperate and assist regional team in the translation of letters, documents, and reports as required in the region;
Ensure and verify project inventory and assets in the region;
Ensure that financial procedures are adhered to in all finance activities;
Prepare regional operation budget on quarterly and annual basis;
Prepare financial required documents (vouchers and other) for project eligible expenditures and timely liquidation of advances;
Ensure the compliance of ADB and MOF Rules and regulation and further statutory requirements in the region;
Coordinate all financial related issues with provincial finance directorate (Mastofiat) if required;
Develop and provide financial reports of project to regional authorities, if required; and,
Undertake any other duties assigned by Regional Manager in coordination with finance section of the CPMO.
successful candidate should have the following skills, experience and qualifications:
Bachelor’s degree in administration, economics, commerce or other relevant fields with minimum 4 years of experience. With Master’s degree, 2 years of relevant experience with government finance organizations or donor funded projects;
Must have full knowledge of accounting and financial management system;
Familiarity with finance and budget procedures of the government of Afghanistan;
Experience with relevant ADB funded projects will be preferred;
Understanding of budget and budget cycle;
Knowledge of basic auditing procedures and practices;
Fluent in English and as well as in Pashto/Dari (speaking and writing);
Strong oral and written communication skills and computer knowledge of MS Office packages, especially MS Excel;
Ability to operate and use other financial software (e.g. QuickBooks, etc) is an asset; and,
Ability to work under pressure and as team member, and to work for long hours as and whenever required.
*the position will be based in Project Implementation Unit (PIU)/MAIL with frequent travels to project target provinces.
