Job Summary:

The Finance Officer – Grants is responsible for financial monitoring and oversight of grants projects in partnership with finance and program team. S/he will make sure that that financial management of grants follows strict fiscal accountability and compliance with the I-PACS financial system and operations, as well as USAID regulations. S/he will work closely with the Finance Manager and the grants team to confirm the accuracy and completeness of grantees’ financial reports ensuring these meet applicable rules and regulations.

Duties & Responsibilities:

• Under the supervision of the Finance Manager review and confirm the accuracy and completeness of grantees’ financial reports and supporting documents ensuring these meet applicable rules and regulations.
• Liaise with the Grants Team and grantee organizations on matters related to grants financial reporting.
• Process grants installments and Cash Advance Requests from grantees ensuring these are in compliance with grantees’ sub-grant agreements and approved budgets. Ensure all documentation and supporting documents required are in place and meet the established criteria.
• Update Quickbook accounting and other financial databases with financial data as related to positing of grant payments and financial reports. Ensure that all postings related to grants are correct and reconcile grantees individual accounts to ensure accurate grant status and balances are tracked and up-to-date.
• In coordination with the Finance Manager, provide technical assistance to I-PACS partners and grantees in the areas of financial management and conduct orientation sessions based on the grants award schedule to clarify procedures and documentation required for financial reporting, voucher preparation, supporting documentation, calculation of exchange rates, etc
• Conduct periodic field visits to I-PACS grantees and partners, in order to review existing financial systems at grantee organizations and provide direct assistance as needed;
• Upon request, prepare the budget vs. actual report and other status reports on grants and grantees;
• Assist the Develop monthly and yearly workplans and the preparation of bi-weekly, monthly and quarterly reports as requested.
• As directed and assigned perform any other tasks in support of the overall finance department daily activities, including processing of payments related to the overall operations of I-PACS; processing of vouchers, updating the overall accounting system ( including entries in Quibook)
• Support the Finance Manager, in preparation of monthly financial reports and advance projections;
• Any other duties as assigned by the supervisor.

Job Requirement:

• Minimum high school diploma. Degree in accountancy, finance or economics preferred.
• One to three (1–3) years’ practical experience as a member of a finance department with an international NGO or UN agencies.
• Previous USAID-funded grant experience and understanding of applicable rules and regulations for USAID cooperative agreements is highly desirable.
• Computer literacy, including proven experience with computerized accounting packages, word processing and spreadsheets (preferably Word and Excel). Knowledge of Quickbook accounting software is highly desirable.
• Good command of English language, both spoken and written; fluency in two main local languages Dari and Pashto.
• Good organizational and communication skills.
• Flexibility, ability to work under pressure and meet deadlines, ability to work in a multi-cultural environment, with respect, professionalism and gender sensitivity
