Job Summary


The purpose of the post is to establish, develop and maintain a proper financial management system to ensure that the payments of the project are made in due time effectively
The Civil service reform project seeks to hire a talented and professional Finance officer with specific responsibilities for the CSRP and IARCSC Adm/Fin Department .
The Finance Officer is required to be familiar with the financial management, project budget preparation, contract management and procurement .
He/she is expected to have an understanding of legal and official contract management procedures both of ARDS and Government of Afghanistan. In addition he/she should be familiar with preparing budget Expenditure forecasts and planning , manage proper filing system and record keeping, and Verify financial summaries ,against the approved contracts provisions.
Finance Officer is expected to be thoroughly familiar with all governmental financial systems that is required to manage due financial processes of contracted firms in line with Ministry of Finance regulations and requirements.

Reporting/Output:
The Finance Officer shall report to Director Admin/Finance. He/she will submit monthly reports to Civil Service Reform Project PMU.

Duties & Responsibilities

• Receiving budget allotment for the project expenditure, Prepare monthly/quarterly financial reports on project expenditures.
• Examine and certify financial summaries and supporting documents for validity, accuracy, budget coding, completeness in compliance with agreed financial systems and procedure. Follow up and resolve problems, in regard to process of project expenditure as necessary.
• Cooperate in preparation of the budgetary forecasts for the project expenses
• Provide necessary support in procurement of project national staff in terms of the required working equipment and supplies.
• Collecting data and information while preparing project plans and reports.
• Provide assistance as requested to monitoring and supervision missions of the World Bank
• Make sure the project national staff monthly remunerations are processed in due time.
• Make sure the project special account is replenished and that the payments are made in due time.
• Establish and regularly update Excel based tracking sheets for controlling the budget lines of each major three contracts.
• Make sure that the operational budget is updated and sufficient funds are available to cover the project national staff remunerations, equipment, training cost, petty cash and other expenditures.
• Perform other duties assigned by the supervisor

Job Requirements

Minimum Requirements:

1. BA Degree in Accounting, ACCA, Business Administration or other Finance related field with 3 years at a similar position, preferably with an international organization.
2. A Master Degree in above fields will be an added advantage
3. Good skills of English/Dari/Pashto translation and interpretations;
4. Excellent computer skills in both English, Pashto and Dari, particularly in typing and also in creating tables in MS Word, Excel and PowerPoint Presentations;
Desirable Attributes:
• Sound knowledge of Afghanistan legislative acts that relate to accounting, taxation, overall fiscal operations, WB procurement procedures system would be an advantage;
• Contract management, financial proposal evaluation and project budget preparation experience.
• An understanding of legal and GoA contract management procedures.
Familiar with verification of financial summaries/invoices against contract provisions.
• Familiar with Ministry of Finance requirements for processing contractor’s monthly claims.
• Knowledge of World Bank replenishment procedures and financial management reports.
