About ARD KCI:
Tetra Tech ARD a US-based international development firm is implementing a USAID funded project; Kabul City Initiative Project (KCI) in Kabul-Afghanistan. The objectives of this project will be to create effective, responsive, democratic, transparent, accountable, municipal governance in Kabul City. KCI is supporting Kabul Municipality, which consists of a central administration and 22 administrative districts. Tetra Tech ARD will support Kabul City to increase institutional capacity, provide resources that allow Kabul City to deliver visible services, improve infrastructure, and increase city revenues.
The Finance Specialist is responsible for managing overall accounting and financial control systems for ARD KCI project and for ensuring that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, the Finance Specialist will manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation. Specific areas of responsibility include financial report preparation, review and submission to ARD HQ, cash flow management.
Duties & Responsibilities:
Principle Duties and Tasks
â€¢ Maintain and update accounting and financial control systems in accordance with U.S government regulations (expense are reasonable, allowable and allocable) ARD policy transactions are conducted, processed and recorded as stipulated by the system.
â€¢ Manage the preparation and submission of the ARD KCI project monthly expenditure reports, ensuing that they are accurate, complete and submitted to ARD HQ CFO in a timely manner (usually the 30th of each month).
â€¢ Manage the preparation and submission of the ARD KCI project every month fund projections ensuring that they are accurate and complete.
â€¢ Work in close collaboration with the Human and Administration Manager and other senior staff for project budget and expense planning.
â€¢ Ensure that transactions are appropriately recorded in a computerized accounting system and ensure ARD accounting and procurement standards, procedures and policies are followed and implemented.
â€¢ Determine the number of bank accounts necessary for smooth conduct of transactions. Set up the bank accounts and ensure that all back and cash transactions are conducted in accordance with the set procedures.
â€¢ Develop a plan to monitor all project-related funds. Design and manage prefect audits and financial reviews.
â€¢ Maintain a close coordination with all the senior staff on financial matters and advise them, as appropriate, on matters requiring their attention.
â€¢ Other accounting, financial management and administrative tasks consistent with the overall scope of this position assigned from time to time by the respective supervisor/s.
â€¢ Any other tasks assign by your supervisor.
Education: University degree in accounting, finance or similar field is (relevant experience and another university degree may substitute for the degrees mentioned).
Experience: Five years experience in an equivalent position. Experience with accounting software is preferred. Experience working in a similar position for an NGO or an international organization is preferred. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
Language Excellent Language proficiency in spoken and written Dari, Pashto and English is a requirement
