( Ministry of Agriculture) AAIP Project, Multi Location
The Finance Specialist is working under the direct supervision of the SGR Project Director and will be responsible for the entirely financial issues of the SGR Project.
Responsibility to build financial and expenditure management system of SGR project to improve the relationship with the Ministry of Finance (MoF).
Supervise the SGR project finance unit with overall developing, planning and managing of financial management activities /financial budget activities related to the SGR project.
Arrange financial and accounting information, and ensure proper record keeping supporting SGR project expenditures.
Maintain adequate and updated books of records of all financial related documents of SGR project.
Establish a proper management system of all the SGR project assets.
Ensure transparency and accountability in all budget expenditures and authorization and maintains an efficient and transparent financial filing system.
Ensure obtaining timely allotments and timely processing of payments.
Adjustment of tax according to the Ministry of Finance (MoF) regulations.
Preparation of timely and periodic replenishments to the designated account.
Manage financial accounting monitoring and reporting systems of the SGR project.
Actively participate with the management team in the planning managing controlling and reporting to the financial issues.
Assist in preparation of annual work plan and budget plan for the SGR project.
Responsible for preparation of SGR project monthly, quarterly, annual or as per required basis financial statements and reports.
He/she will report to the SGR project director.
Undertake any additional tasks and responsibilities that may be assigned by the SGR Project Director.
The Finance Specialist must have the following basic qualification and working experience:
Bachelor or Master Degree in Business Administration/ Finance/ Commerce or any other relevant field.
At least 5 years relevant experience Mater degree or 7 years’ experience Bachelor degree with World Bank and MoF is preferred.
Fluency in local languages (Pashto and Dari) as well as English Language.
Able to operate MS office computer programs (Windows, Word, Excel and Email).
Must have full knowledge of program budget and financial management rules and procedures of Afghanistan.
Proven work experience as finance specialist or similar role.
Experience on World Bank, MoF, public project financing or similar projects preferable.
Knowledge of financial regulation.
Understanding of budget and budget cycle.
Excellent verbal and written communication skills.
Ability to work under pressure and work extra hours when required.
