About Afghanistan Holding Group:
The purpose of this position is to manage implementation of financial services contracts awarded to Afghanistan Financial Services (AFS). This position has oversight for general accounting, project accounting, internal auditing, cost accounting, tax audit and budgetary controls of contracted projects. In addition, the position is responsible for office financial policies and accounting practices, the management of financial interns, analysts and associates, the maintenance of its fiscal records, and the preparation of financial reports and taxation obligations.
Duties & Responsibilities:
The position will report to the Chief Executive Officer of Afghanistan Financial Services, Mr. Sanzar Kakar. The key focus of this role is to serve AFSâ€™ clients financial needs. Secondary consideration is to manage an effective, controlled and auditable system of the financial affairs of AFS. Key responsibilities and accountabilities are outlined as follows:
â€¢ Lead financial reform and ensure appropriate financial practices are followed throughout AFS.
â€¢ Develop and implement measures enabling AFS to achieve worldâ€™s best practice in financial management.
â€¢ Provide leadership to AFS financial team, taking responsibility for ensuring that the necessary financial skills are available to AFS and that appropriate staff development opportunities are made available.
â€¢ Contribute to AFSâ€™ strategic plan as an adviser and to the planning process itself.
â€¢ Provide regular reporting to the CEO on performance in key result areas as well as on cyclical evaluation of overall performance against strategic objectives.
â€¢ Ensures proposals put forward by AFS support and contribute towards AFSâ€™ strategic goals and objectives and do not place AFS in a position of high risk.
â€¢ Prepare and submit the annual draft budget to the CEO.
â€¢ Provide CEO any information needed to conduct within-year reviews of the approved budget.
â€¢ Monitor AFS performance against its approved budget.
â€¢ Oversee the financial implementation status of projects/programmes in the budget.
â€¢ Implement strategies for fraud and corruption control within AFS and compliance with audit requirements.
â€¢ Manage appropriate asset management practices.
â€¢ Provide strategic and financial input into Board discussions relevant to AFS.
â€¢ Fulfil financial and other management reporting requirements, in accordance with prescribed AFS policy and internal AFS requirements.
â€¢ Prepare internal financial reports to a format and schedule agreed with the CEO.
â€¢ Prepare external financial reports for the annual report and as required through Afghan Law or regulation.
â€¢ Ensure appropriate and effective financial and compliance systems are operating to:
- record transactions and maintain accounting records in accordance with statutory requirements of AFS;
- record and control the assets of AFS;
- support analysis and review of areas of expenditure for necessity and reasonableness against strategic goals, program requirements, and AFS policy to minimise waste and maximise efficiency;
- provide consolidated financial reports of AFS that reflect factually and accurately its financial performance and financial position (including assets under its control); and
- assure financial integrity and effective management of risk within AFS.
â€¢ Comply with personal legal liabilities and fiduciary requirements of diligence and care in carrying out the duties of AFS.
â€¢ Act honestly in all the affairs of AFS and avoid conflict of interest and, should this arise, it must be declared.
â€¢ Undertake additional duties as may be required.
â€¢ Secondary qualification in Accounting, Finance, Commerce or similar.
â€¢ Fully accredited Chartered Accountant
â€¢ Demonstrated extensive professional experience as a senior financial manager in public practice or commerce and industry.
â€¢ Demonstrated experience in the development of business plans and the financial analysis of commercial opportunities.
â€¢ Demonstrated experience in the management and development of accounting systems.
â€¢ Proven experience in the design and production of management budgets and financial reports.
â€¢ Demonstrated experience in the management and supervision of staff.
â€¢ A sound knowledge of project accounting principles, including those relating to government.
â€¢ Demonstrated knowledge of contracting procedures, including financial aspects of contract implementation for international organisations.
â€¢ Knowledge of financial systems design, comparative financial analytical techniques.
â€¢ Demonstrated understanding of company law, risk management and insurance requirements in Afghanistan.
â€¢ A working knowledge of computer applications for financial accounting.
