The CARD-F Financial Controller is an integral part of the Finance Management team working directly with the CFO. The expectation is that the Financial Controller will be responsible and accountable for the execution of all CARD-F’s fiscal policies and processes throughout the organization. The position is technically focused on Finance and Administration functions, however the candidate must also possess strong leadership skills to support the CFO, lead the Finance Team and ensure the establishment development of an efficient accounting system and control environment.
• Manage an expanding CARD-F Finance organization in Kabul and other parts of Afghanistan.
• Ensure the ongoing development and implementation of all fiscal plans and policies throughout the organization.
• Responsible for the preparation of all financial reports including: general ledger, budget performance/monitoring, payroll, inventory and donor reporting.
• Support the development of the quarterly and annual budget for CARD-F, working closely with the operations staff and the Budget Departments of MAIL and MRRD.
• Support the CFO in the management of CARD-F administrative and other functions, including HR, procurement and office administration etc. (contingent upon final organization)
• Implement and manage an automated accounting system for the CARD project.
• Provide tax advice, ensuring that all taxes requirements are met and taxes paid in accordance with afghan tax legislation.
• Ensure Card-f compliance with the fiscal aspects of the MOU including the financial and accountability audit policy.
• Supporting the review of Financial Control assessments of implementing partners.
• Undertake any additional tasks and responsibilities that may be assigned by the National Executive Director
• Bachelor degree (from a recognized educational institution) in Financial Management, Economics, Accountancy or related field.
• Attainment of a recognized accounting designation.
• 5 years of relevant work experience, including 2 years of Financial Management experience
• Experience in Government of Afghanistan Financial processes
• Good communication skills.
• Fluent in English and the national languages of Afghanistan.
• IT Literate and good working experience of MS Office.
