Duties & Responsibilities

RESPONSIBILITIES:

  • Designing, establishing and maintaining a appropriate project financial management system including internal controls, budgeting, accounting, reporting and auditing;
  • Maintaining up-to-date project accounting books and records for all project activities;
  • Preparation of the project financial statements and related project reports including FMRs on a regular basis;
  • Preparing Financial Management manual;
  • Consolidating project financial statements and related project reports when required;
  • Submitting project financial statements and related project reports to Donors for review in a timely manner;
  • Monitoring and reporting the disbursement status and progress to the project directors and Donors as required;
  • Ensuring that disbursement procedures are in accordance with Donors requirements;
  • Managing and maintaining the Projects Designated Account (DA);
  • Preparing withdrawal applications and monthly bank reconciliation statement in a timely manner;
  • Assisting and working with external auditors to complete the annual audit for the project in a timely manner;
  • Submitting the annual project audit report to donors in accordance with the requirement;
  • Keeping and filing all accounting vouchers, records, forms, supporting documents and other relevant financial documents in a systematic manner;
  • Follow up with concerned government departments and the donors on financial management and disbursement issues when required.
  • Coordinating with, providing necessary training or assistance to other F&A Staff on project financial management and disbursement.
  • Training staff from the Finance Directorate on financial management of projects.


Job Requirements

• Bachelors degree IN Business Administration, Accounting OR or above in Finance,

• At least 4 years of relevant work experience in finance and accounting field

• Good understanding and previous work experience in preparation of financial statements including statements which link the financial to non-financial information;

• Fluency in English and Pashto or Dari (listening, reading, writing, speaking); 

• High integrity and accountability, good team work spirit. 

• Good knowledge of business operations in Afghanistan, the Government’s accounting policies and procedures, and knowledge of and experience with donors’ financial management and disbursement procedures and policies.

The Program Coordination Unit (PCU) of Project: Irrigation Restoration and Development Project (IRDP) under National Water Affairs Regulation Authority (NWARA) now invites National eligible consultants to indicate their interest. Interested eligible candidates must provide information indicating that they are qualified to perform the services and are invited to submit their CV (Curriculum Vitae), including employment records, description of similar assignments carried out, experience in similar conditions, availability of appropriate skills etc.

A consultant will be selected in accordance with Section V Selection of Individual Consultants procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 as revised in October 2006 and May 2010).
