Chemonics RAMP UP South, Multi Location
This position involves working closely with Component 3 Team Leader to provide program management oversight of local staff in the field. This is a demanding, high pressure, high profile job, which exposes the incumbent to senior management and requires flexibility and responsiveness to a dynamic set of demands and requirements, including sensitive, urgent and short-notice tasking. To be successful in this position the incumbent must be willing to service the tasking efficiently, effectively, skillfully and with a positive, can-do, results oriented attitude. This position is supervisory in nature and the incumbent will be tasked with leading or supervising other employees in the performance of specific assignments. It is expected that Financial Project Implementation Manager will assist the TL to develop a business/revenue models and systems that will improve on the critical elements that currently affect the revenue collection process and other programs.
• Provide leadership in the area of converting hard copy municipal revenue collection files to electronic format.
• Create electronic spreadsheet as needed to help automate existing reporting and data collection processes in the revenue department.
• Provide leadership in the area of municipal revenue collection, budgeting, public sector accounting and other public finance issues.
• Assist the TL with the development and implementation of the new revenue/finance system.
• Project manages the financial consultants.
• Help identify weaknesses and gaps in the municipality’s revenue collection process.
• Collaborate with other project areas to insure maximum coordination among staff.
• Integrate best practices relevant to other municipalities’ revenue collection process and organizational structure.
• Identify revenue generation target sources
• Assist with the development and implementation of the new business/revenue models program-wide.
• Design databases to automate some business processes as needed.
• Provide leadership in the area of municipal economic development activities and some public sector finance issues.
• Assist with the development and implementation of the Commercial Business Support Program (CBSP).
• Provide high level technical assistance on technical aspects of program implementation
• Assist TL with project monitoring and reporting efforts
• Contribute to work plan and action plan development efforts
• Prepare reports, spreadsheets, organization charts and other materials
• University degree in business administration, economics, accounting and/or other relevant field preferred.
• Minimum two-five years’ experience in local governance subject matter expertise including: urban planning, strategic planning, financial management, accounting, public works, or human resource management.
• Prior experience with foreign assistance funded programs preferred.
• Proficient in use of Microsoft Excel and Word
• Excellent English written and verbal communication skills
• Pashtu (native level fluency in spoken and written language), English (High functioning, though not native fluency in spoken and written language)
