افغان تیلی کام در 13 ستامبر سال 2005 میلادی به حیث یک شرکت مکمل مخابراتی عرض وجود نمود. شرکت افغان تیلی کام در بدو تأسیس به یگانه شرکت که خدمات موبائیل GSM/3G سلام ، خدمات فایبرنوری ، خدمات تلیفون های دیجیتال لیندار، خدمات انترنیت DSL ، خدمات انترنت وایکمس ، خدمات انترنت Dial Up و خدمات VCN را در سطح کشور تهیه میدارد مبدل ګردیده است. علاوه برین، افغان تیلی کام یگانه شرکت مخابراتی است که شبکه مخابراتی تمامی دوایر دولتی بشمول تمام وزارت خانه ها و سایر دفاتر دولتی را تهیه میدارد که شامل خدمات مخابرۀ صوتی، انترنت و سهولت ویدو کانفرانس برای این دوایر میباشد و فعالیت مخابراتی شرکت افغان تیلی کام نیز از جانب وزارت مخابرات دولت جمهوری اسلامی افغانستان تصویب گردیده است. افغان تیلی کام 155 شهر های کوچک و بزرگ و 34 ولایت کشور را تحت پوشش قرار داده و به زودی تمامی 355 ولسوالی های کشور را نیز تحت پوشش قرارخواهد داد.
The incumbent should have proper knowledge of FMS and Mediation operations, he should have creative mind and should have ability to carrying out day-to-day and periodic operations to support the business requirements, having the ability to work under tough and short time situations (if needed sometimes), having experience of using multiple technologies under same platform, ability to sync, read, update, and delete data from single source to many databases and servers, perform data and CDR analysis and provide proper timely & weekly reports to direct managers.
· Develop quarterly, Semi-annual and Annual Plan in compliance with the organizational plan.
· Develop effective fraud strategies as it relates to fraud identification and prevention
· Experience to understand main fraud types SIM Box Frauds, Roaming Fraud, and cloning fraud abuse.
· Perform Fraud Analysis, management and Revenue Assurance techniques
· Develop custom reporting to be used by Senior Management in order to detect trends and set fraud policy
· Follows standard fraud investigation practices and procedures.
· Develop query using any reporting tool like plsql developer and toad
· Prepare well written descriptive and informative reports of identified suspicious activity.
· Support management professionally to provide meaningful data analysis on ad-hoc basis.
· Identify and leverage new technologies to optimize fraud detection and monitoring, which includes assessing and implementing new data analysis and monitoring tools.
· Investigate, gather, organize, and analyze data as it pertains to case development through the use of analytical, tracking, and data management tools
· Work as Mediation system support engineer and perform adding new NE
· Identify and facilitate adding new E1 based on requirement.
· Evaluate change requests raised by business and provide feedback.
· Manage vendors on board and oversee inter-departmental communication to understand user requirements & develop solutions accordingly.
· Translation of Business & Functional Requirements into Technical requirements -Ensuring that business needs in the form of features / products as well as business processes are met with the proposed solution architecture & integration strategy.
· Implement various patches supplied by the vendor.
· Linux/UNIX and windows server maintenance (hardware and software) and upgrade.
· Develop shell scripts and automate schedule jobs.
· Oracle server maintenance and make changes in the database if required.
· Various data analyses as required by other departments.
· Backup and restore of the system. Day-to-day operational activities.
· Perform any other task assigned by the Line manager.
Education: Bachelor's degree in Computer Science, Information Technologies or related field, (Masters Preferred).
Experience: Minimum of 1 year of experience working in same positions as Telecom Fraud Management Engineer, IT application engineer, or software developer,
· Experience on Data Source analysis, fraud Detection, Fraud Rule set/scenarios Configuration
· Experience on Prevention Fraud Methodology's techniques
· Experience on Fraud end to end management & reporting
· Ability to communicate effectively internally and externally.
· Ability to analyze data for patterns and trends and to take findings and communicate them in an effective manner.
· Ability to work with and apply abstract concepts. ○ Must be detail oriented and organized.
· Good Follow up skills
· Direct and open communicator
· Server scripting and shell programing
· Authentication and authorization is required
Skills Required:
· Background knowledge about Telecom Fraud Management, data analysis information systems, computer engineering and prefer telecom.
Knowledge about: Database management, Networking, Server, Data analysis and virtualization,
