â€¢ Develop and be responsible for the management of a mulit-sectoral GBV prevention and response programme for NRC in Faryab Province
â€¢ Ensure implementation in the Maimana NRC office in Afghanistan according to and as reflected in the objectives and goals stated in the project description and budgets to donors and in line with the NRC Policy Program and current Plan of Action and Strategy for the region.
â€¢ The employee shall represent and promote the interests of NRC through the implementation of the projects and through advocacy work on behalf of refugees, returnees and internally displaced persons.
Duties & Responsibilities:
â€¢ Manage GBV programme activities including staff support and general achievement of programme objectives.
â€¢ Monitor and develop programme budgets
â€¢ Recruit and support GBV Officers in monitoring trainings and activities and supporting improved referral pathways
â€¢ Ensure programme activities are of high quality and effectiveness through monitoring and direct intervention;
â€¢ Write and edit regular internal monthly narrative reports as well as final narrative reports for donors.
â€¢ Ensure ongoing mentorship, support and appraisal of the individual members of the GBV team;
â€¢ Design and implement a training plan for staff in the GBV programme and general training on GBV for all NRC staff in the office and partner organisations;
â€¢ Develop high quality and audience appropriate trainings on GBV for law enforcement officials, community leaders and other groups with Training Officers
Advocacy and Representation
â€¢ Work with the revelant Government and non-government authorities to support coordination on GBV referral networks in Faryab Province;
â€¢ Help to build the capacity of these authorities and individuals through training and other joint activities;
â€¢ Develop and maintain positive relations to relevant agencies and paricipatate and lead advocacy work to improve GBV prevention and response mechanisms in Faryab Province.
â€¢ Ensure that the programme is implemented with an emphasis on capacity building and coordination with DoWA.
â€¢ Serve as point of contact and representative for donor and other visits
â€¢ As part of the programme team to contribute to programme strategy and operational decisions pertaining to GBV related issues.
â€¢ Any other task as delegated by supervisor, which may include Head of Office Responsibilities.
â€¢ Ensure compliance and understanding of NRC policies and Code of Conduct with NRC staff and partners
â€¢ Ensure the confidentiality of information collected in the programme
â€¢ University or Advanced Degree in the field of international humanitarian or human rights law OR other relevant educational background
â€¢ 8 years experience in programme management, implementation and monitoring
â€¢ Strong understanding of best practices in GBV response and prevention
â€¢ Demonstrated experience in advocacy and coordination
â€¢ international standards related to IDPs and refugees and solid understanding of protection issues in complex emergencies
â€¢ Experience in human rights and knowledge of the situation in Afghanistan
â€¢ Excellent leadership, strong management, communication, interpersonal, and negotiation skills
â€¢ Strong computer skills, including Word and Excel
â€¢ Fluency in English, written and verbal
â€¢ Ability to work under pressure, independently and with limited supervision
â€¢ Flexibility and creativity
