The Gender Officer is responsible for gender mainstreaming and proactive technical support to Counterpart staff and I-PACS partner organizations. S/he will work with all departments and partners to ensure that gender equity principles are incorporated into all policies and activities. S/he will plan, implement and follow up on gender-related activities and provide support to Counterpart staff, partners and grantees on mainstreaming gender in their programs and activities, including design and implementation of trainings on gender-related topics.
Specific Duties:
• Set priorities and develop and implement a clear and comprehensive action plan for I-PACS gender activities; contribute to the overall I-PACS work plan.
• Provide support, training and technical assistance to the partners on gender and related topics, ensure that gender equity principles are incorporated in their policies and activities.
• Ensure gender integration in the day-to-day activities of Counterpart and partners from policy design to program implementation.
• Provide support to all departments of I-PACS specific to gender mainstreaming, with particular emphasis on helping relevant departments analyze program implications for men and women in various communities and ways to address issues. The incumbent should ensure that the gender checklists are used and should be able to work with various departments on revising and revisiting the gender sensitive indicators for improved mainstreaming.
• Design and implement trainings for Counterpart and partners staff s on gender related topics and mainstream, including but not limited to gender awareness and integration, humans right program management, gender inclusiveness toward more efficient and effective organizational operation.
• Work closely with the I-PACS Grants team to ensure that all projects are supported at all levels of the program to enhance and uphold the equal role of women and men in Afghan society and to ensure that Gender is mainstreamed into the grant process.
• Conduct monitoring visits in coordination with the M and E department to identify projects funded by I-PACS to ensure that gender equity commitments are understood and followed.
• Review and analyze gender dimensions in the narrative of progress and final reports submitted to Counterpart by I-PACS grantees and partners.
• Provide and review the training materials of various trainings conducted by Counterpart International for partners and CSOs from a gender perspective and conduct revisions as needed.
• Develop bi-weekly, monthly and quarterly reports on gender department activities.
• Participate in gender-related events (meeting, workshops, conferences) and network within the Afghan NGO community in order to stay informed about gender-related developments.
• Engage the Counterpart STEP program gender officer(s) under the direction of the gender coordinator.
• Any other duties as assigned by the supervisor.
Requirements:
• University degree in a relevant filed preferred.
• At least three years of experience working in the filed of gender, women’s rights or human rights, with experience working in an (I)NGO.
• Comprehensive understanding of gender issues in Afghanistan.
• Demonstrated planning, analytical and problem-solving skills.
• Advanced facilitation, coordination and reporting skills.
• Ability to work independently and as an effective team member.
• Fluency in English language both spoken and written, in addition to local languages Dari and Pashto.
• Advanced computer skills.
• Excellent cross-cultural skills, ability to work in a diverse, multi-cultural NGO environment, with respect, professionalism and gender sensitivity.
