In Afghanistan, Oxfam aims to learn more about the aspirations of the women and men, particularly how women will participate in determining the future of the country. The following post, based in Kabul, is intended to ensure that Oxfam is a strong supporter of gender equity initiatives in reconstruction and development, advising the country team management on program design that is in all respects consistent with Oxfam’s overall gender policies and strategies.

The Job purpose
The post is responsible for planning, implementing and monitoring the We Can End Violence Against Women Campaign in Afghanistan. The campaign is part of Oxfam South Asia’s We Can campaign. The post is a key part of the Gender Team and the post holder will also be involved in other activities of the Gender Team as appropriate.

Duties & Responsibilities

•Contribute in development of campaign concept, strategy, approaches, operational plan and budget. As and when required identify areas where more in-depth research and analysis is required and communicate this to the Country Gender Advisor; and undertake some research on violence against women
•With the help of the teams, collect information on violence against women in an appropriate manner, document it and give recommendations to address it through on-going and/or specific interventions
•Execute the campaign strategy and implementation plan with measurable impact
•Organise and lead consultations at various levels of the Civil Society to create broad-based ownership of the campaign
•Liaise closely with the Oxfam South Asia Regional Campaign Team to ensure the Afghanistan Campaign is planned and executed within the regional framework
•Develop and maintain effective partnerships with Civil Society networks and movements to build national and provincial strategic alliances
•Develop indicators and institute monitoring and evaluation systems to track and systematically report impact of the campaign
•Identify and communicate to the gender advisor the broader capacity building needs of the relevant team members on the We Can campaign.
•Ensure timely/quality donor reporting
•Field visit to OXFAM GB target area

Job Requirements

Essential
•Proven work experience on issues around gender and on issues around Violence against Women
•Ability to communicate and advocate on gender
•Excellent conceptual and analytical skills that demonstrate strategic and creative thinking and planning
•The ability to work with colleagues as a member of a team
•Ability and willingness to travel in provinces
•Skills in analysis and report writing
•Good knowledge of Afghan civil society
•Fluency in English and in Dari

Desirable

•Proven knowledge and experience of campaigning on issues of social change, preferably in gender related issues
•Proven experience of influencing and networking, including with media. Excellent presentation, articulation and communication skills
•Good numerical and IT knowledge
•University degree in social science or similar
•High level of creativity and innovative problem-solving
