About UNDP Afghanistan:
UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.
Local Governance Project-Afghanistan (LoGo) is a new project, building upon the lessons from UNDP’s Afghanistan Sub-National Governance Programme (ASGP). Through LoGo project, the Independent Directorate of Local Governance (IDLG) and UNDP will jointly address the top three priorities of IDLG which are: 1) service delivery; 2) accountability; and 3) clear functions and mandates. The project builds on a new theory of change aimed at improving service delivery by enhancing the accountability and transparency of the local governments to the women and men of Afghanistan and building the capacity of the local governments to plan, budget and monitor service delivery effectively with the aim of increasing the legitimacy of the government and the trust between the state and society.
The GIRoA, with UNDP support, will focus on the following areas:
Subnational state institutions, (Provincial Governor Offices, District Governor Offices, Provincial Sector and Technical Services department, Provincial Council, Provincial Development Committees, Moustafiats, Department of Economy), enhance their capacities in outreach, planning, monitoring and budgeting for accountable and transparent service delivery.
Municipalities deliver services in a more accountable and participatory manner
Accountability of local governance enhanced through civil society oversight organizations/groups
Central level government institutions develop and implement policy guidelines which improve local government accountability and service delivery.
The project will work with the relevant government ministries that cover subnational planning and budgeting, monitoring and evaluation and representative bodies as well as civic society. These include the Independent Directorate of Local Governance (IDLG), the Ministry of Economy (MoEc), and the Ministry of Finance (MoF) and ensuring complimentary with the other programmes, especially USAID, GIZ, UN Habitat and the World Bank.

Under the direct supervision of the project manager, the Gender Specialist will be responsible for gender mainstreaming, and provides technical expertise in this regard.

The Gender Specialist will be working for the UNDP Local Governance (LOGO) Project.
She/he will directly report to the LOGO project manager, focusing on the following key functions:
Provides technical guidance and assistance in the mainstreaming of gender in local governance and project interventions;
Support the formulation and preparation of project plans and reports;
Facilitates knowledge building and management.
Supports the formulation and preparation of project plans and reports, by focusing on the following results:
Provide technical support to the Project Manager on gender responsive planning and implementation;
Support the Monitoring, Evaluation and Reporting Specialist on gender related matters;
Ensure effective implementation of the gender strategy in the project.
Provides technical guidance and assistance in the mainstreaming of gender in local governance and project interventions, by focusing on the following results:
Conducts situational analysis in preparation for the development of gender mainstreaming strategies;
Provide policy and technical advice to the local governance institutions and project team on gender-responsive policy development and sub-national planning, budgeting and implementation;
Provide technical guidance and support to the project team in their efforts to increase women participation in the sub-national governance and service delivery processes;
Develop training modules and conduct trainings on gender mainstreaming based on the identified needs.
Provide advice on building partnerships with government institutions, Civil Society Organizations and Women’s networks relevant for the empowerment of women;
Support the design and implementation of outreach programs to ensure that local outreach activities target women for increased awareness and understanding of the governance processes and roles and responsibilities of governance actors as well as the link between service delivery and the local government;
Work with the project team to ensure that the governance structures including PCs, Municipal Advisory Boards, Nahia and Gozar Councils advance women representation so that their needs, interests and concerns are well articulated and captured by the local plans;
Serve as gender focal for the project and coordinate gender activities with the projects and stakeholders;
Provide technical guidance on the project’s support to CSOs representing women to conduct oversight for increased accountability of local governance;
Support CSO through the Civil Society Component of the project on the analysis of gender sensitive service delivery;
Support advocacy activities for gender mainstreaming.
Facilitates knowledge building and management, focusing on achievement of the following results:
Develop and publish/disseminate knowledge products (case studies, compilation of best practices and lessons learned);
Conduct studies and share best practices on women representation and participation in local governance processes;
Promote knowledge sharing through networks and regular/monthly knowledge sharing meets;
Develop capacity of the components and specialist teams to adopt gender-responsive strategies;
Any other tasks as assigned by the supervisor.
Master’s or Bachelor’s Degree in Gender/Women Studies, Gender and Human Rights, Social Welfare, Development Studies, Law or related field.
With Master’s Degree 2 years and with Bachelor’s degree 4 years of relevant experience is required
Diversified and progressively responsible professional experience in Gender and Human Rights or International Development, specifically related to the promotion of gender equality and women's empowerment; including considerable experience dealing with policy makers and senior technical specialists;
Experience working in conflict/post-conflict contexts preferred. Previous working experience in Afghanistan is an advantage;
Excellent communication and interpersonal skills;
Advanced skills in the usage of computer software; packages and web based management systems.
In addition, the following professional experiences are considered as strong advantage/asset:
Familiarity with Afghanistan and its political, social and economic context;
Successful working experience in Afghanistan or other Islamic countries, particularly in the Central Asia Region.
Fluency in both written and spoken English, Pashtu and Dari.
