Job Summary:
Position Summary: CREATIVE seeks an Afghan national to fill the role of General Manager Programs.
The General Manager Programs (GMP) is primarily responsible for providing leadership to the program implementation and operations of ASGP in the seven (7) regions of Afghanistan. S/he supports the DCOP-Programs to plan, monitor and report on the strategic development and direction of the ASGP program. S/he also supervises the grants management and program reporting functions to meet USAID requirements. S/he manages the performance of the seven (7) regional program managers and the national grants manager.
Duties & Responsibilities:
SPECIFIC RESPONSIBILITIES
Program Department Leadership
1. Contributes to development and monitoring of strategic program framework, plan and budgets
2. With the DCOP-Programs develops to requirements all USAID program deliverables such as program descriptions, reports, annual work plans and PMPs
3. With External Relations Manager finalizes and submits for review quarterly and annual program reports
4. Serves as acting DCOP-Programs in her absence
5. Represents ASGP to government officials, partners and the women-focused civil society sector as required.
Regional Program Operations
1. In collaboration with Operations Department, oversees the establishment and equipping of regional program offices
2. Assists with the recruitment of Regional Program Managers, Capacity Development Facilitators and all other regional program office staff
3. Manages performance of RPMs and ensures annual performance and development plan are prepared and implemented for each
4. Works with Operations Department to ensure that each regional office has a security and emergency response plan and is prepared to implement it
Job Requirement:
QUALIFICATIONS COMPETENCIES REQUIRED:
Applications are sought from candidates who can clearly demonstrate in a cover letter and CV the following experience/competencies:
• Master’s degree in development, management or related technical area
• Ten year’s progressively responsible experience with USAID funded projects
• Technical experience in small grants management, gender integration and civil society development programming
• Able to lead and maintain teams
• Understands the value of increasing capacity of partner organizations to ensure quality and sustainability of programs
• Able to forge positive and productive partnerships with strategic organizations to extend program reach and share information and resources to increase impact
• Knowledgeable about and applies best practices in gender mainstreaming in partner organizations and programs
• Prepares succinct and focused reports on program results and circulates them throughout the agency - locally, regionally and globally
• Gives on-going and constructive feedback on performance, including praise and rewards for good performance, and specific corrections for poor performance
The ideal candidate will have:
• Fluent written and spoken English, Dari and Pashto
• Excellent IT skills, including Excel and finance management packages
